11-21-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Wednesday, November 21, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUEST: Toby McIntosh, Jackola Engineering HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Universal Mechanical — HVAC - 707 W Center St; Remodel/Change of Use. Sorensen spoke with them. They plan on moving out of the building to a shop at their house that they will be using. This project will be pulled off the agenda but is subject to change. Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. Public Works is waiting on plans for this. This will be on the agenda for next week. Flathead Special Ed Co-op — 21 Meridian Ct; new school building. They have decided not to do this project. This project will be pulled off the agenda. Maw — 25 Appleway on the south side; apartments. Two 4-plexes. Tabler stated Public Works received another submittal and it is under review. Nygren stated that P. Jentz is going to reach out to the engineer for the project to the east to see if they could work together on storm and/or parkland. They need to address the recreational amenities. Their garbage area also needs to be resolved. This will be on the agenda for next week. World Gym — 555 East Swift Creek Way (no longer Diamond Peak); new athletic club. Public Works has approved this but personnel from the WWTP are still working through their pre- treatment. Parker is still waiting for plans for mechanical, plumbing, electrical and structural to be submitted. They do plan to use the temporary pond for this project and will need another solution for the property to the west. If anything gets built on the west, then they would have to either (1) have the regional pond completed or (2) do on -site treatment. Sorensen noted that Fincher was going to check on some of the landscaping. This will be on the agenda for next week. Sunrift Brewery — 55 —1" Ave WN; Phase 2 — convert existing building to a restaurant. Parker sent out comments last week. Nothing new has been submitted. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Cottage Gardens — An application for a 39-lot subdivision on Three Mile Drive, south of Mountain Vista Phase IV. This is for a Preliminary Plat and a zone change for the north half. This will be on the December Planning Board. Referrals have been sent out, and any comments you have should go to Nygren. OTHER REPORTS: Glacier Bank — Commons Way; preliminary discussion regarding parking lot expansion/ATM to east of building. McIntosh is present on behalf of this project. They are doing a remodel/renovation inside the building. They are planning to add stalls and reconfigure the existing parking area. They will be relocating the ADA spaces to be more in compliance with ADA requirements. Solid Waste location and screening need to be decided. The enclosure is limited to 4 feet in height. The ATM lane will be reversed to go from north to south to provide plenty of space for turning in and better visibility. It will also provide plenty of stacking. The entrance and the angles will be softened. Between the parking and the ATM drive aisle, they will create stormwater infiltration and deal with it onsite. They will need signage at the mid -block crossing that needs to be put back in the drawing to provide access to the trail. Kalispell Downtown Association —Nygren met with the KDA. They want to do a project for bike racks. They would like the mounts to be universal so they can be moved around. They are looking at Main Street, 1 St Avenues East and West, and/or the side streets between 1 St and Main. They would like this to be a "competition" where groups can design and build them. They would be two- dimensional designs. The groups would be like FVCC Art Dept., the high schools, or businesses. They are asking for our guidelines as to what they can do, where these can be located, how far off the curb, etc. Perhaps next to no parking areas. Clawson noted the racks will need to be parallel with the walking direction of the sidewalk to avoid accessibility issues. The competition would be based on creativity. Public Works would require a permit. Tabler looked at some in Missoula last weekend. He asked if Nygren could look at how the bike racks might affect the encroachment code. Nygren will meet with S .
