11-13-18 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES NOVEMBER 13, 2018 View the minutes attached to the audio of the meeting at: http://kalispell. com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON TUESDAY, NOVEMBER 13, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. COUNCIL MEMBER TIM KLUESNER WAS ABSENT. Also present: City Manager Doug Russell, City Attorney Charles Harball, Public Works Director Susie Turner, Parks Director Chad Fincher, and Parks Superintendent Fred Bicha. Mayor Johnson called the work session to order, noting that Mr. Russell was currently doing a presentation for the school district and passing on his request to discuss the Tree Ordinance Amendments as the first Agenda item. DISCUSSION ITEMS 1. Tree Ordinance Amendments Harball summarized the issue, noting the Street Tree ordinance has been on the books for a number of years but it was never codified; it also had some problematic areas that were not very workable. He said the Street Tree Commission has been asking for a new ordinance for a while, and this is workable for what the Street Tree Commission wants to accomplish. Harball and Fincher answered questions about various sections of the ordinance. There was discussion and amendments were offered. Fincher remarked staff will make the amendments and bring the ordinance back to council for another work session. 2. Sanitary Sewer Treatment for Additional Phase at Trumbull Creek Crossine Russell explained the developer's request, noting this is another request for an additional phase of Trumbull Creek Crossing for sanitary sewer treatment. He noted the 100,000 gallon cap per day limit was implemented a few years ago and that council passed Phase 1 based on that policy. Russell remarked the Evergreen water delivery area was amended and therefore incorporated Phases 2 through 5 as part of the initial county preliminary plat. The city had already approved Phases 2 through 3 based upon the amended Evergreen agreement established in 2015. Russell asked how council wants to approach the project, whether to remove the requirement to build to city standards or still use the 100,000 gallon/day limit. Russell suggested approving Phase 4, but also developing a long-term agreement with the developer for future phases. 3. Legislative Priorities Russell introduced the topic, stating this gives the city a good base to discuss these issues with the upcoming legislature session. He noted this is the previous platform with a few amendments. There was discussion. Council suggested minor revisions to the list. There was further discussion. Public Comment None. CITY MANAGER/MAYOR/COUNCIL REPORTS Russell noted he recently attended the League of Cities meetings and there were a wide variety of topics discussed; he said he enjoyed hearing different perspectives from other communities who attended. Mayor Johnson remarked he will be unable to attend Wednesday's 911 Board Meeting, and that Councilor Gabriel can not attend either; he asked for an alternate to attend the meeting.
