Oral Surgery Center — Village Loop. Sorensen asked about a bond for the landscaping at this
project. Fincher will go look at this project.
OLD BUSINESS:
Universal Mechanical — HVAC - 707 W Center St; Remodel/Change of Use. Sorensen discussed
this with T. Jentz. They decided to send an e-mail reminding them they had committed at the
September meeting to have plans in as well as some of the key building improvements that were
supposed to be done, and then a performance bond in place for the site improvements by mid -
October. They noted that these items need to be completed/submitted by the end of November or we
will refer this to our legal department as they are operating in the building. This will be on the
agenda for next week.
Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. Tabler
stated the engineers are getting close to submitting the plans to the owner for review. They could
have an issue with an open foundation and freezing temperatures. Parker sent an e-mail to Roger
Porch on Tuesday to refresh him on all the items that we still need to have submitted. The architect
did send Parker the energy code this morning. We still don't have the geo-tech report, the site plans,
and a confirmation from their structural engineer stating the original design from July is going to
work with the geo-tech report. This will be on the agenda for next week.
Flathead Special Ed Co-op — 21 Meridian Ct; new school building. Nothing new on this. Sorensen
discussed this with T. Jentz. He will contact them this week to see what their status is and if this is
an active permit. We have had nothing on this for three months. This will be on the agenda for next
week.
Maw — 25 Appleway on the south side; apartments. Two 4-plexes. Tabler stated Public Works sent
out second review comments, and the engineer got back to us and wanted to schedule a meeting to
go through some of those comments. The meeting was canceled, so we'll have to reschedule. This
will be on the agenda for next week.
World Gym — 555 East Swift Creek Way (no longer Diamond Peak); new athletic club. Tabler
spoke with their engineer earlier this week. They have one temporary pond and two potential sites.
They are working through that to decide which site they want to use the temporary pond on. The
pond was approved for the lot to the west of this. If they want to transfer and use it with this one,
then we just need a letter from the owner stating that they acknowledge they are going to take the
storm sewer facilities that title the property to the west and move them to here. If anything gets built
on the west, then they would have to either (1) have the regional pond completed or (2) do on -site
treatment. The engineer had sent off a draft letter for the owner to review. Parker is still waiting for
plans for mechanical, plumbing, electrical and structural to be submitted. Fincher is waiting for
landscaping information that is going in the 50-foot easement on the south. Sorensen stated that the
plat amendment also needs to get done. This will be on the agenda for next week.
Sunrift Brewery — 55 — 1" Ave WN; Phase 2 —convert existing building to a restaurant. Sorensen
spoke with Mark Johnson on Friday, and he stated that the updated civils will probably be in toward
the end of this week. There are some architectural renderings, too, that they have not quite finished.
This will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Parking District — the Westside Parking Management Zone Amendment to include the 700 block of
6th Avenue West went through Planning Board on Tuesday night. They will be sending their
recommendation onto City Council.
Turley - 749 W Center — change of use to auto restoration. This was approved by the Planning
Board for a Conditional Use Permit, and will continue on to City Council.
Cottage Gardens — An application for a 39-lot subdivision on Three Mile Drive, south of Mountain
Vista Phase IV. This is for a Preliminary Plat and a zone change for the north half. This will be on
the December Planning Board. Any comments should go to Nygren.
OTHER REPORTS:
Wal-Mart — Sorensen asked about their progress, and Tabler stated the documents are still in their
office. They just need to sign them and get them back to us.

Kalispell Downtown Association — Nygren met with the KDA. They want to do a project for bike
racks. They would like the mounts to be universal so they can be moved around. They are looking
at Main Street, 1 St Avenues East and West, and/or the side streets between 1 St and Main. They would
like this to be a "competition" where groups can design and build them. They would be two-
dimensional designs. The groups would be like FVCC Art Dept., the high schools, or businesses.
They are asking for our guidelines as to what they can do, where these can be located, how far off the
curb, etc. Perhaps next to no parking areas. Tabler will look at some in Missoula this weekend.
Clawson noted the racks will need to be parallel with the walking direction of the sidewalk to avoid
accessibility issues. The competition would be based on creativity.
Jefferson Road — Tabler sent out comments for the extension of Jefferson Road North. There is a
landscaping component to that that Fincher will need to review. They still need to get through the
DEQ process.
Certificates of Occupancy — Clawson stated that when they send out the C of O checklists, they are
not getting them back within the timeframe they are supposed to get them back. If you are going to
be gone, please have someone else in your office take care of that. Also, some issues that come up in
Site Review come down to the very end, and there is no way you can resolve those at the last minute
before the C of O is issued. If something comes up in Site Review that needs to be addressed, please
follow through with it so it is done when the project is done. Sorensen added that if you see issues
on a project during an inspection, let Building know what the issues are so when the contractor calls
and asks about their C of O, we can tell them who and why it is being held back. E-mail
communication between all departments needs to be improved regarding all projects so everyone will
know what everyone is doing.
Next Week — We will be meeting on Wednesday, November 21 St for Site Review due to the
Thanksgiving holiday on Thursday.
