11-08-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, November 8, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Patrick Jentz, Engineer II Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Universal Mechanical — HVAC - 707 W Center St; Remodel/Change of Use. Sorensen will discuss this with T. Jentz when he returns to decide how we will address this, since they had said they would deal with some of their building code issues by mid -October. This will be on the agenda for next week. Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. This is still two properties but they did submit a copy of their deed, showing it is now under one ownership. We have not received any updated plans. Tabler had heard that KLJ has signed the contract to design their civil work. This will be on the agenda for next week. Flathead Special Ed Co-op — 21 Meridian Ct; new school building. Nothing new has been submitted on this project. Tabler stated they put in the first parking lot without addressing the stormwater. We have asked them to address stormwater on the whole parcel now. Parker noted that he heard they are looking for another building. This will be on the agenda for next week. Maw — 25 Appleway on the south side; apartments. Two 4-plexes. P. Jentz has sent comments out on his second review, including requesting liability waivers. This will be on the agenda for next week. World Gym — 555 East Swift Creek Way (no longer Diamond Peak); new athletic club. Tabler stated the storm water comments have been sent out along with a couple of options on how to keep this project moving forward. Sorensen is waiting for a response to his comments. They will be submitting an amended plat to address the easement. Fincher also send comments regarding the landscaping on the south side. Parker is waiting for plans for mechanical, plumbing, electrical and structural to be submitted. This will be on the agenda for next week. Sunrift Brewery — 55 —1" Ave WN; Phase 2 — convert existing building to a restaurant. They will be taking out their landscaping island to allow for more width in the parking lot. Sorensen stated we are waiting for the final updated full civil version of the parking lot layout. Civil drawings have not been submitted to Public Works. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Turley - 749 W Center — change of use to auto restoration. This will be on the Planning Board for November for a Conditional Use Permit. The landscape boulevard and sidewalk are already there. Parking District — the 700 block of 6th Avenue West has petitioned the City to be included in the Parking District. This would go to public hearing and then Council would look at amending the Ordinance. Cottage Gardens — An application for a 39-lot subdivision on Three Mile Drive, south of Mountain Vista Phase IV. This was approved previously. Tabler stated Public Works has been providing as - built information for their engineers. Freyholtz is waiting for them to send him a layout showing how the turn lane is and all the approaches to forward to their Helena office. We will need to annex a piece of land that is in the county that they purchased in the middle of this property. Their 100-foot setback needs to be from the creek to the lot line. Sorensen noted there are no longer flood plain issues in this area. He did talk to them about getting their 310 Permit because they will be doing some work in the stream bank. If there are any wetland issues they will need to work with the Army Corps of Engineers. Nygren will be sending out a referral on this for the December Planning Board. OTHER REPORTS: Wal-Mart — Sorensen asked about their progress, and Tabler stated the documents are in their office. They just need to sign them and get them back to us. Parker stated they have not answered his last comment about torque settings on their assembly for their awnings.
