CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. B. Ordinance 1814 — Second Reading — Eagle Valley Ranch Planned Unit m Development/Zoning � a This item considers a request from Spartan Holdings, LLC for a 100-acre Residential Mixed Use Planned Unit Development for 225 residential lots, 12 mixed -use office/residential lots, an apartment complex, and open space/buffer areas generally situated along U.S. 93, south of the Ponderosa Residential Subdivision, east of Northern Pines Golf Course and north of the Montana National Guard facilities. Public Comment Mayor Johnson opened public comment regarding consent agenda items. Debbie Street, Public Comment Ms. Street of 1400 Rose Crossing spoke regarding traffic safety concerns on Rose Crossing near Eagle Valley Ranch. 00:13:23 Mike Brody, Public Comment Mr. Brody, an Engineer that has worked on Eagle Valley Ranch mentioned that the development in question is two miles away from the 10 mile an hour corner that has been of concern. 00:15:04 Bruce Lutz, Public Comment Mr. Lutz, a Senior Planner with WGM Group pointed out that a professional traffic engineer handled the traffic impact study for the development. Seeing no further public comment, Mayor Johnson closed public comment. Motion and Vote to approve the consent agenda as submitted. Please limit comments to three minutes. Mayor Johnson opened public comment. Seeing none, he closed public comment. H. REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION None. I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: Leaf Pick up Schedule - Oct. 15 to Nov. 16 October 22, 2018, Work Session — Urban Renewal Board Recommendation for Airport Road Traffic Improvements, and discussion on the Downtown Plan update. 00:19:24 Councilor Kuntz spoke regarding the public comment from Debbie Street. Councilor Kuntz spoke regarding the recent Visitor Spending Report and the possibility of a County -wide local option sales tax. Mayor Johnson provided the following report: • Traffic Report: Broader Transportation issues that are regional transportation issues that we need to address. • US Census Bureau: Met with a gentleman with the US Census Bureau.
