CERTIFICATE OF ENGINEER
1, the undersigned, hereby certify that I am a representative of Robert Peccia & Associates
of Helena, Montana, the engineer for Special Improvement District No. 343 (the "District"),
created in the City of Kalispell, Montana (the "City"), and I am familiar with the costs of
construction and installation of improvements in the District (the "Improvements") and further

1. 1 am familiar with the plans, specifications and contract documents for the
Improvements (the "Prcject5�).
2. The estimated cost of the Project is $1,618,500 and consists of the following items'.

The Improvement Costs of $1,095,308.97, as shown above, consist of the sum of (1) the
successful construction bid of $722,093.50 and (10 direct costs of utility providers, such as
Montana Power Company, Flathead Electric, Century Telephone, and AT&T, charged in
connection with the relocation and burying of utilities in the aggregate amount of $373,215.47. It
is my opinion that the Improvement Costs represent all of the costs and expenses estimated to be
incurred in connection with the construction and installation of the Improvements, except as
expressly otherwise identified above.
3. The Project is being funded by the issuance of the Special Improvement District No.
343 Bonds,, in the principal amount of $1,581,500 (the "Series 2001 Bond"), and a contribution
by the City of gas tax funds available therefor in the amount of $37,000 (the "City
Contribution"). The City Contribution is being allocated to those properties in the District
commonly known as SID Lots 1, 2� 3� 61 7 and 81., as referenced in the Resolution of Intention in
connection with the District.
4. Based upon my review of the plans, specifications and contract documents,, it is my
opinion that the Project can be installed and constructed to completion by the use of the funds
described in paragraphs 2 and 3 hereof
5. The Project has been designed in accordance with the design criteria, guidelines and
standards established by the City.
