HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS:
KNTC — CTA sent a request to lower their bond amount because of partial completion on their
project. They sent a new cost estimate on both Phases 1 & 2. Crowley and Ron Issacson will look at
what is remaining there.
Spring Prairie 4 — There is a bond covering some improvements and the remaining item is some of
the sidewalk on the south side of Reserve.
OLD BUSINESS:
Universal Mechanical — HVAC - 707 W Center St; remodel/Change of Use. We had a meeting
with them about two weeks and they are supposed to be submitting something soon. This will be on
the agenda for next week.
Northwest Drywall —1109 E Oregon St; new warehouse in the Rail Park at the south end. They are
having discussions about shifting the building to the south or use Geopiers. No updated plans have
been submitted yet. Clawson received a call from Ken Huff, the Architect that will be working on
the project. This will be on the agenda for next week.
Flathead Special Ed Co-op — 21 Meridian Ct; new school building. Their stormwater issue is still
outstanding. They may talk with the City Manager to try to get on the Council Agenda to request a
variance. This will be on the agenda for next week.
Maw — 25 Appleway on the south side; apartments. Two 4-plexes. Nygren stated there are some
storm deviations they are looking at, and depending on that, we will need to figure out the park land
requirement as well. Haskins noted they haven't requested any deviations. These are just items that
we know will require deviations if this is to remain the same. The location, the proximity of the
property lines to the pond, and also the buildings don't meet the requirements of the standards. The
pond is also probably too close to the existing buildings on the lot to the west as well to meet our
standards, as it should be 50 feet away from a foundation. We would need a liability waiver from the
adjacent property owners. Also, they do not show a garbage enclosure. This will be on the agenda
for next week.
KNTC Apartments — Rose Crossing; new apartments. Final plans came in with their civil
drawings. Public Works has finished their review, as well as Planning. This is passed through Site
Review.
World Gym — Diamond Peak; new athletic club. They put a new survey together for the City to
handle the 50-foot access easement. Public Works received a second submittal that they need to
review. Haskins noted that Public Works approved the design for the lot to the west of this, which is
to use that temporary pond and that's the proposal for this one, too. There is not capacity in the
temporary pond for both. It doesn't look like there are any provisions for this site outside of what
has already been approved. Tabler stated Parker is also waiting on plans. This will be on the agenda
for next week.
Sunrift Brewery — 55 — 1 St Ave WN; Phase 2 — convert existing building to a restaurant. Nygren
stated this will be going to ARC in November. They are still working with Sorensen on some
parking lot options. Haskins noted he has not seen any civils, and part of the previous site was that
they bond for storm improvements that would be completed with this phase. We haven't seen
anything for how that will be incorporated into the project. Their ROW improvements and storm
need to be incorporated now. He did have some discussions with Carver Engineering a while ago.
They were looking at the capacity of the line on the south side of the tracks to see if that could take
storm from this site, but from what he told Haskins, it does not have capacity to take it. They will
need to either improve that system or find a different route. Montana Street would be the closest.
This will be on the agenda for next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Turley - 749 W Center — change of use to auto restoration. This will be on the Planning Board for
November.
Downtown Urban Renewal Plan — City Council will be having a Work Session on this on October
22nd. If approved, there will be a Public Hearing in the beginning of November.

Airport Road & 181h Street - Concept # 1 is moving forward. This will go to the Council Work
Session on October 22nd.
OTHER REPORTS:
Treeline Center — The original approval that went through Site Review showed an east/west
sidewalk that would connect into the next lot that hasn't been developed yet. They want to get rid of
the sidewalk in order to do a parking lot which gives them 24 feet, a two-way, and they can do
regular parking. The sidewalk would continue north between lots 2 and 4. Reddig stated they are
leaving a 9-foot walkway all the way across and then connect. Haskins and Nygren both agree that
painted walkways are usually ignored, and Tabler suggested a raised walkway. He also suggested
they could move the approaches a little bit to make the parking work better. Nygren suggested that
when they submit this, they need to show exactly how this will connect into the other lots.
Eagle Valley Ranch — PUD went through 2nd reading at City Council on Monday night. The
developer is looking at moving forward with Phase 1. They originally proposed two-family units
with alleys, but are now looking at doing 50 single-family units on 50-foot lots with no alleys. The
sewer in Jefferson is not deep enough so they will have to come out to the highway. For fire and
subdivision regulations they have a single access coming in at this point. They would like to start in
the summer. Freyholtz was asked by Nygren if MDT would be okay with moving the approach
down a bit. Freyholtz asked for a new drawing showing the change to send to Helena for their
approval. Walla and the committee discussed the roads. They would like to have a meeting with
Nygren and Public Works to get a pre -op and get this on the December Planning Board agenda.
Immanuel Lutheran — Ryder Road. Their original plan that was approved had sidewalk extending
along the north side of their buildings and then over to a potential future path connection along
Highway 93. This was value engineered out. They added twelve more parking spaces and took out
the sidewalk connection along the north side of the building. The committee agrees that they need
the sidewalk to continue down and connect to the trail. Nygren or Sorensen will contact them.
