F. COMMITTEE REPORT — Street Tree Committee — Best of Kalispell Urban Forestry Awards Presentationm )- a Park Superintendent, Fred Bicha, spoke regarding three awards he would like to present on behalf of the Street Tree Committee to showcase some great work happening in the community. He explained that the Flathead High School made plaques from Elm trees cut from the urban forest. Mr. Bicha presented the first award to Patricia Johnson & Evan Hendrickson for the Residential Stewardship Category for their work on rallying the neighborhood to raise money to replace the trees that had died and been cut down on the 700 block of 4`l' Avenue East. Mr. Bicha presented Kalispell Middle School an award in the Public Facilities Category for their addition of a fruit orchard at the Middle School. Mr. Bicha presented Jackola Engineering for the award within the business category for the landscaping around their building. Mayor Mark Johnson thanked awardees for all their efforts. G. PUBLIC HEARING — Business Improvement District (BID) Diagonal Parking Recommendation a Council will accept comments regarding a recommendation to convert two locations from on -street parallel parking to diagonal parking within the downtown district. Mayor Johnson opened the public hearing and called for public comment. Audrey Newhart, Public Comment Ms. Newhart of 807 Oh Avenue West spoke in favor of diagonal parking. 00:07:40 Pauline Shordal, Public Comment Ms. Shordal spoke in favor of diagonal parking at these locations. Pam Carbonari, Public Comment Ms. Carbonari with the Downtown Kalispell spoke in favor of this recommendation. 00:11:38 Seeing no further public comment, Mayor Johnson closed the public hearing. I. Eagle Valley Ranch — Growth Policv Amendment and Planned Unit Development 01 a This item would consider a request from Spartan Holdings, LLC for a 100-acre Residential Mixed Use Planned Unit Development generally situated along U.S. 93, south of the Ponderosa Residential Subdivision, east of Northern Pines Golf Course and north of the Montana National Guard facilities. Senior Planner Jarod Nygren provided the staff presentation on this item. Council questions for staff. Public Comment Mayor Johnson opened public comment. Bruce Lutz, Public Comment Mr. Lutz with WGM Group volunteered on behalf of the applicant to answer any questions that arise. He also spoke to previous questions and to the phasing of the project. Resolution 5901 A, 590113, 5901 C —Growth Policy Amendment Page 3 of 6 Kalispell City Council Minutes, October 1, 2018 This Resolution would consider a growth policy amendment on 41-acres from "Suburban Residential" to "Urban Mixed Use". Motion and Vote to approve Resolution 5901A, a Resolution adopting an amendment to the Kalispell Growth Policy — Plan It 2035 on 41-acres of a 100-acre project site to be known as Earle Valley Ranch PUD situated along U.S. 93, South of the Ponderosa Residential Subdivision, East of Northern Pines Golf Course and North of the Montana National Guard Facilities, more particularly described as Tract 4 and Tract 8 of COS 4491, situated in the NE1/4 of the SW1/4 of Section 19, Township 29 North, Range 21 West, P.M.M., Flathead County, Montana from "Suburban Residential" to "Urban Mixed Use". Ordinance 1814 — First Reading - PUD/Zoning This Ordinance considers a Residential Mixed Use Planned Unit Development calling for 225 residential lots, 12 mixed -use office/residential lots, an apartment complex, and open space/buffer areas. Motion and Vote to approve the first reading of Ordinance 1814, an Ordinance to amend section 27.02.010, official Zoning Map, City of Kalispell Zoning Ordinance 1677, by attaching a zoning classification of RA2 and R-3 over certain real property more particularly described as Tracts 1, 4, 7 and 8 of COS 4491, Tract 2 of COS 5975 and Tract 2 of COS 5593, situated in the SW1/4 of Section 19, Township 29 North, Range 21 West, P.M.M., Flathead County, Montana and creating a Residential Mixed Use Planned Unit Development Overlay Zone thereon, to be known as the Eagle Valley Ranch PUD in accordance with the Kalispell Growth Policy — Plan It 2035, and to provide an effective date. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Recent League of Cities and Towns Meetings — Determined Legislative Priorities Next Work Session: Meeting with the Airport Users Group Association to review their master plan process and request. The work session will also have a review of what is needed regarding land acquisition for bio solids. • Re -opening the search for the Police Chief. Thank you to Interim Chief Wade Rademacher for doing a great job filling in. K.
