A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, OCTOBER 8, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. COUNCIL PRESIDENT CHAD GRAHAM PRESIDED.
COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT. MAYOR MARK JOHNSON WAS ABSENT.
Also present: City Manager Doug Russell, Public Works Director Susie Turner, and WWTP
Manager Aaron Losing.
President Graham called the work session to order.
DISCUSSION ITEMS
1. Master Plan Improvements at Kalispell City Airport
Russell introduced the topic, stating this issue was postponed from a previous work session because
no one from the Airport User's Association was available at that time. He noted one of their
requested improvements was estimated at a higher price because of the storm water component and
queried council about their feelings of covering the additional monies because they are within the
original scope of the project.
Dewey Swank, Airport User's Association, spoke regarding their request for additional lighting and
electrical infrastructure on the airport.
Zack Anderson, Airport User's Association, requested funds to finish the fence on the southern edge
of the airport, stating they have gotten permission from adjoining property owners to install one.
There was discussion regarding fencing, grant possibilities and using TIF monies.
Russell remarked that staff will propose an amendment to the existing master plan and begin to work
with the Airport User's Association on the other components.
2. Compostina Facilities Discussion
Russell remarked that composting was discussed at a previous work session, noting that using the 40
acres off of Cemetery Road did not seem to be the favored path at that time. He said Public Works
has looked at comparisons with alternative sites, and the city has been approached by a private entity
looking to possibly partner on a composting facility.
Russell then turned the discussion over to Turner.

Turner recapped the previous discussion and gave a brief overview of the Biosolid process.
There was discussion regarding the Glacier Gold contract.
Turner then presented a flow chart and 3-D renderings of what a composting facility could look like,
using either the 40 acres on Cemetery Road or buying 10 acres from Bigfork Water and Sewer off of
Highway 82. She noted the cost comparisons are comparable to anything else located in the county.
Turner reminded council there are deed restrictions on the Cemetery Road property because it was
purchased in 1982 with a grant for Biosolids Disposal use and the city would be required to give the
EPA 75% of the value if we were to sell the property.
Turner then compared the estimated costs of creating a composting facility between the 40 acres on
Cemetery Road and the 10 acres off of Highway 82.
There was lengthy discussion.
Russell recommended that staff begin to work with the Bigfork Water and Sewer district and get an
appraisal from them, and also to draft some materials for the landfill requesting that they give the
city a proposal.

CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell informed council the Grand Opening of the Rail Park was held today and the project is now
half way completed. He also noted there is a fifth Monday meeting in October and asked council if
they were comfortable switching the October 22 work session to October 29 as he will be out of
town on the 22nd. Council agreed to change the work session date.
