09-10-18 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 10, 2018 View the minutes attached to the audio of the meeting at: http://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, SEPTEMBER 10, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell, Public Works Director Susie Turner, City Engineer Keith Haskins, Senior Civil Engineer Tom Tabler, Interim Police Chief Wade Rademacher, Planning Director Tom Jentz, and Senior Planner Jarod Nygren. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Traffic Review and Recommendations Russell introduced the topic and turned the discussion over to Turner. Turner began the discussion by explaining the different functions of the city's transportation system, then gave examples of the various types of roads and if on -street parking is currently allowed on them. Turner and staff answered questions. There was discussion. Turner then detailed the diagonal parking study done by Public Works, KPD and Planning staff and where they determined the parking may be changed. There was discussion regarding holding a public hearing on diagonal parking. Turner then explained the bus stop permit process within the right of way; she noted Eagle Transit is in the process of filling out permit applications. Turner then described the process to change the school zone designations on state and urban routes and noted the Police Chief would need to recommend creating school zones on Three Mile Drive for the Junior High School and Airport Road for Rankin School. It was decided to hold a public hearing on the diagonal parking issue and then hold another work session to identify the streets to change. Kalispell City Council Work Session Minutes September 10, 2018 Page 1 Public Comment Dale Novak, Eagle Transit Transportation Manager, commented regarding questions raised earlier and noted that the bus stop needs to be restored on 1 st Avenue West next to Sykes. CITY MANAGER/MAYOR/COUNCIL REPORTS Russell remarked that his group just got back from DC; their meetings went well and hopefully the transportation board will speed up the selection process for the grant. He also noted the Airport Master Plan and Biosolids work session will be held at the first work session in October. Guiffrida informed council that 14 candidates are willing to participate in a Candidate Forum to be held sometime in the first two weeks of October. He said the Commissioner candidates and House Districts 6, 7, 8, 9 and 11 candidates are interested in participating. Mayor Johnson noted the 911 meeting this week was cancelled.
