09-27-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 27, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Patrick Jentz, Engineer II Wade Rademacher, Police Captain P.J. Sorensen, Chairman Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary GUESTS: Jeff Walla and Mike Bestwick (Jackola Engineering). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Tabler stated Crowley is still reviewing the list, including Spring Prairie 4, which may have some items to finish up. He is also going through the Moose's checklist. Hawes would appreciate a project tracker that would let her know who signed off on particular projects. Sorensen stated we will probably need a bond on the Digestive Health building to include sidewalk, landscaping, and finishing the siding. OLD BUSINESS: Universal Mechanical — HVAC - old Merganthaler building — Center St. Sorensen met with them earlier this week. They will be getting some plans in. There are a handful of things they will need to do inside the building under Building Code. We will probably issue a permit to them hopefully in the next several weeks to do that work. They are intending this to be a 4-5 year location for themselves. They are really banking on the core area developing, getting the bike path in there, then tearing this building down and putting in condos. They understand that they will need to pave a portion around the building and do some of the site improvements that we have asked for, including the ROW improvements. Sorensen believes they will have some plans in for us in mid -October. They can then complete the interior work including the ADA ramp in the front, the ADA bathroom, and a little bit of electrical and something with their roof. They will probably bond for everything else, including the street improvements. They are already in and operating, so Sorensen told them they need to resolve this or stop their operations in there. This will be on the agenda for next week. Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. Their final set of plans are not in yet, but they are making some adjustments. P. Jentz noted they are looking at other options of how to move the building to fit better on the lot with City Manager Doug Russell. This will be on the agenda for next week. Flathead Special Ed Co-op — 21 Meridian Ct; new school building. They are still trying to work out a drainage issue with the City. They would rather not do any stormwater improvements on the site. This will be on the agenda for next week. Maw — 25 Appleway on the south side; apartments. Two 4-plexes. This went through ARC. They may ask for variances from Public Works for their stormwater. The CUP said they will have to provide stormwater solutions, recreational amenities, sidewalks, ROW improvements, and a number of other different things. The only way they can apparently get eight units is to do a stormwater variance. Nothing has been received from them yet. This will be on the agenda for next week. KNTC Apartments — Rose Crossing — new apartments. Some phasing plans came in this morning. Walla stated there are no changes on the site plan. The pedestrian path is supposed to have an existing drainage Swale there, but there is a conflict of use the way the drainage Swale is laid out. It takes out most of the entire 50-foot easement on the west side. They could push the trail up against the eastside boundary. Their plans with responses to our comments should be coming in the early part of next week. They have a dedicated phasing sheet that will show exactly what they are going to do on Phase 1. This will begin in the northeast corner. There is plenty of parking area, and a turn- around area for fire. The water main goes through the whole site. They would just be putting in the water main with a blow -off hydrant on the end. There is no sanitary sewer main extension in this area. There is a direct tap to the sewer in Jefferson, so they would have direct service to it. There are just a few storm drain facilities that also tap into Jefferson. Tabler believes this would be a good phasing plan. Sorensen reiterated that we should be reviewing the entire site. T. Jentz mentioned that originally the trail was going to cross Rose Crossing. Jeff Claridge is discussing an update to the PUD so that they can address some of the items that have changed over the years. They want to have continuity of the trail system through everything. T. Jentz suggested a mid -block crossing. Services will be going in on Jefferson before they do their final paving. This will be on the agenda for next week. Turley - 749 W Center — change of use to auto restoration. Sorensen sent him an e-mail, but has not had any response back. Turley and Parker have been e-mailing, and Turley is not very happy about the building code requirements. Sorensen had told him they will need to do ARC, site review, and also a Conditional Use Permit. He did let Parker know he isn't painting or doing body work, just mechanical auto repair. This will be on the agenda for next week. Treeline Center Lot 2 — parking lot. They were going to submit plans on landscaping for Fincher. We have not received a lighting plan yet. Tabler is still waiting for a memo from the engineer for stormwater just to give us assurances that this design is going to work with the storm system that they already put in for the subdivision. This is passed through Site Review so if they need to get started on this, they can move on it soon. This will be subject to submittal of all the above mentioned requirements. NEW BUSINESS: None. 2 PLANNING OFFICE ITEMS: None. OTHER REPORTS: Meadows Edge — P. Jentz asked if there was any more information on their discussions with MDT. T. Jentz stated that MDT is sitting on a six-month temporary permit and did not want to go beyond that, so nothing has changed there. World Gym — Tabler asked if this will be on the agenda soon. Sorensen stated we have not received a complete submittal yet. Tabler has been reviewing what he has received from the engineering. This will be put on the agenda for next week.
