Construction Agreement with Montana Department of Transportation (MDT) regarding US 93 - Idaho to Grandview - a This agreement defines operation and maintenance responsibilities of the State and the City for construction/reconstruction that MDT plans to undertake. 3. Ordinance 1813 — Second Reading — Silverbrook PUD Amendment , a This Ordinance would amend a 17-acre portion of the Silverbrook Planned Unit Development from an R-4 (Two -Family Residential) Zone to RA-1 (Residential Apartment) Zone at 240 Church Drive in order to develop Stillwater Commons. 4. Confirmation of Officer Tim Cronin to the Kalispell Police Department m ;a Police Officer Timothy Cronin has successfully completed his probationary period. Interim Police Chief Wade Rademacher introduced Officer Tim Cronin. He explained why Officer Cronin has been a great asset to the Police Force. PUBLIC COMMENT Persons wishing to address the council on any issue not on the agenda are asked to do so at this time. Jim Cossitt, Public Comment Mr. Cossitt spoke about the employee personnel handbook section regarding political activity of employees. He suggested changes to the policy. Seeing no further public comment, Council President Graham closed public comment. G. PUBLIC HEARING — Ea2le Valley Ranch PUD Growth Policy Amendment m G Council will accept comments regarding the Council's intent to consider a growth policy amendment for designation of 41-acres currently known as the Valley Ranch PUD from Suburban Residential to Urban Mixed Use. Council President Graham opened the public hearing and public comment. Bruce Lutz, Public Comment Mr. Lutz with applicant WGM Project is available for questions that may arise. 07:14:02 PM (00:15:03) Mike Fraser, Public Comment Mr. Fraser of Fraser Management Consulting at 690 North Meridian, explained that he was retained by a resident at Rose Crossing to provide public comment regarding traffic impacts to Rose Crossing. Mr. Fraser referenced three traffic impact studies and brought forth concerns about traffic impacts from multiple projects. 07:29:11 PM (00:30:13) Debbie Street, Public Comment Ms. Street of 1400 Rose Crossing explained that she hired Mike Fraser to speak on her behalf. She then explained her traffic concerns at Rose Crossing. 00:34:05 Shannon Bartlett, Public Comment Ms. Bartlett of 101 Rose Lane spoke regarding traffic concerns in this area. She also is concerned that lines are not painted on the road and she feels another speed sign should be posted. Seeing no further public comment Council President Graham closed the public hearing_ H. Ordinance 1812 — Second Reading — MT Base Camp RV Park — PUD/Zoning a This Ordinance would apply B-2 Zoning with a commercial planned unit development overlay on a 50.33-acre site located south of the 4-lane alternate 93 roundabout west of U.S. Highway 93, north of Ashley Meadows and east of Ashley Creek into a 330 space RN park. City Manager Russell provided a short presentation on this item. Public Comment Council President Graham opened public comment. Seeing no further public comment, Council President Graham closed public comment. 07:39:03 PM (00:40:05) Motion and Vote to approve the second reading of Ordinance 1812, an Ordinance to amend Section 27.02.010, official zoning map, city of Kalispell zoning ordinance 1677, by creating a Commercial Planned Unit Development Overlay Zone, to be known as Montana Base Camp PUD, over certain real property more particularly described as Tract 1 and Tract 2 of Certificate of Survey 20796 in the Southern half of the Southeast Quarter of Section 29 and North half of the Northeast quarter of Section 32, Township 28 North, Ranee 21 West, P.M.M., Flathead County, Montana, in accordance with the Kalispell Growth Policy — Plan It 2035, and to provide an effective date.
