09-20-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 20, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Chad Fincher, Parks & Rec. Director Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary Patrick Jentz, Engineer II Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: Kyle Reddig (AMI Development); and Margaret Davis (Resident) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Haskins is still working on the spreadsheet to see if a check off for each department can be added for use once required improvements have been completed, and to make it more user friendly. Public Works is continuing to clean up the list to bring it current. OLD BUSINESS: Universal Mechanical — HVAC - old Merganthaler building — Center St. Nothing has been submitted since early June. Sorensen sent an e-mail to them and their designer. He told them that he hasn't seen anything in a couple of months but there looks like there is some activity going on in the building. They are not supposed to be in the building until all these improvements are completed and they need to either vacate the building or get plans in. The architect said he has been trying to get ahold of them, too. This will be on the agenda for next week. Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. Their final set of plans are not in yet, but they are making some adjustments. P. Jentz noted they are looking at other options of how to move the building to fit better on the lot. This will be on the agenda for next week. Flathead Special Ed Co-op — 21 Meridian Ct; new school building. They met with P. Jentz last week about stormwater. They still need to meet our stormwater standards. This will be on the agenda for next week. Maw — 25 Appleway on the south side; apartments. Two 4-plexes. This went through ARC. They may ask for variances from Public Works for their stormwater. The CUP said they will have to provide stormwater solutions, recreational amenities, sidewalks, ROW improvements, and a number of other different things. The only way they can get eight units is to do a stormwater variance. Nothing has been received from them yet. This will be on the agenda for next week. KNTC Apartments — Rose Crossing — new apartments. Parker received new plans yesterday. The greenbelt issue still needs to be addressed. They need to speak with Tabler about their street addressing. Tabler stated he had given them two different addresses already. Sorensen asked if Tabler would take a look at this and decide what addresses he will give those buildings, and then we can update that in City Works. Public Works has this under review. Fincher will check his notes on this project. This will be on the agenda for next week. Turley - 749 W Center — change of use to auto restoration. Sorensen sent him an e-mail. He will need a Conditional Use Permit, a submittal for ARC, and site plans. Parker needs to verify that they are not putting any kind of drainage in there. Sorensen noted there are open questions, because if he is doing restoration, is this a body shop? A body shop is not permitted in this zone. Parker stated there are also ventilation requirements for a paint booth. There are a lot of potential complications. This will be on the agenda for next week. NEW BUSINESS: Treeline Center Lot 2 — parking lot. Sorensen stated Grease Monkey is to the south, My Place (hotel) is to the west, and the 3-tenant building under construction is to the east on the north half of the lot. They are looking at putting in a parking lot while they are doing all their other paving this fall. We would do a parking lot permit on this. Public Works will need to see that the grades match for their approval. They will need a landscaping plan and a lighting plan. The layout shows a one- way access with angled parking. There will be a 24-foot driving aisle that would connect the two sides. Tabler needs a memo from TDH regarding stating that this new impervious area is consistent with the subdivision's calculations that were previously submitted. We will need new photo metrics. The new lighting is part of Lot 2. The boulevard lighting for the subdivision is on Lot 5. Reddig asked if that lighting will be required to be installed as part of the overall subdivision. Sorensen referred him to Nygren if it was a plat condition. This will be on the agenda for next week. 821— 8rb Ave W — retaining wall/apartment complex. They are interested in replacing their retaining wall. The committee decided this does not need to go through Site Review. 175 Commons Loop — close in deck areas. They want to close in their deck area. They have more than enough parking to support the additional square footage. There are no site changes other than filling this in for an additional 400+/- square feet building expansion. This is passed through Site Review. PLANNING OFFICE ITEMS: None. 2 OTHER REPORTS: None.
