HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Sorensen went out and looked at some of the zoning
items on the list. Crowley will be going through the list to update the Public Works items. Sorensen
went through a few of the projects that he believes are completed or need to be addressed as their
bonds or completion dates are coming due, including the Dance Studio, Henning & Keedy, Beehive
Homes, and Sunrift. T. Jentz discussed V Avenue West in front of Sunrift and how it may be
completed as part of the trail program. Haskins will look at the spreadsheet to see if a check off for
each department can be added for use once required improvements have been completed.
OLD BUSINESS:
Universal Mechanical — HVAC - old Merganthaler building — Center St. Nothing has been
submitted since early June. Sorensen may have Nygren go look at this project as they have vehicles
parking off in the storage area. He's not sure if they are actually moved in. This will be on the agenda
for next week.
Northwest Drywall —1109 E Oregon St; new warehouse in the Rail Park at the south end. Updated
plans came in. Sorensen spoke with Mark Rohrweder about reducing the sidewalks to 3 feet to
expand the aisle out to allow 24 feet for the fire access and zoning/parking issues. The fill area was
discussed. Dedman stated the gates are okay with a private roadway. They will need to move their
fire department connection to the other side of the building so fire can use the other entrance. Public
Works is ready to sign off on this. Parks has comments out. They still have potential major issues.
This will be on the agenda for next week.
Flathead Special Ed Co-op — 21 Meridian Ct; new school building. Public Works is waiting for a
resubmittal from A2Z. Fincher will review their landscaping. Parker has asked them for more
drawings. This will be on the agenda for next week.
Maw — 25 Appleway on the south side; apartments. Two 4-plexes. They have submitted for ARC.
Still pending on the site and civil, which should be coming in within the next several days. This will
be on the agenda for next week.
Wal-Mart —170 Hutton Ranch; new grocery pick-up canopy. Wal-Mart is going to talk with their
corporate office about taking over the sanitary sewer service in the easement. They said they can't
relocate the canopy anywhere else. Public Works would prefer they take it over as a private service
and vacate the easement or not put up the canopy. This is passed through Site Review subject to no
Building Permit until this issue is taken care of.
KNTC Apartments — Rose Crossing — new apartments. Jeff Walla is present on behalf of this
project. Sorensen will have a few comments on this to send them. Since they will be bordering a
residential zone, they are required to provide a 6-foot hedge or fence greenbelt along the north
property line. They will have a shared access on Rose Crossing, and they will lose three parking
spaces with this access. Public Works has this project under review. If they start with the building on
Jefferson Boulevard, fire will need a balanced parking lot and have it weight approved for equipment
so they can turn their trucks around if needed. The buildings are sprinklered, so he won't need a cul-
de-sac. We will be reviewing the entire site. This will be on the agenda for next week.
NEW BUSINESS:
Turley - 749 W Center — change of use to auto restoration. They want to put in a garage door to
replace the double man door. They only have the engineering in on that. We have not received a site
plan or architecture review items. There is handicapped parking next to these doors. They will also
need a Conditional Use Permit, which could not be obtained until November. Parker stated a second
exit will not be required. The only plumbing in there is for a restroom. There is no inside drain
currently. They will need a sand and oil separator if a drain is put in. Clawson noted there may be
ventilation issues to address as well. This will be on the agenda for next week.
PLANNING OFFICE ITEMS:
Downtown Kalispell Urban Renewal Plan — Will be going to Public Hearing next month.
Silverbrook — zone change from multi -family. This was approved by City Council last Tuesday
evening. Next, they will need a Final Plat for that lot and then a Building Permit.
RV Park — This was also approved Tuesday night.

OTHER REPORTS:
Code Enforcement — The Lift Station off of Sunnyside has a junk vehicle parked next to it on our
City property. This is a trespass issue per Harball, so Sorensen turned it over to Rademacher to have
KPD take care of it.
1130 —1sr Avenue West — A neighbor said there is a short-term rental there that zoning doesn't have
anything on. There is an RV in back that looks like someone is living there. There is a black sewer
pipe that goes into the ground located next to the RV that looks like it is tapped into the sewer like an
RV dump station. Tabler will have someone from Public Works look at this.
Ashley Meadows Road — Freyholtz received a call from the landowner on the south side of Ashley
Meadows Road, next to where the RV Park is going in. She is interested in having an access put in
from Ashley Meadows Road to her property that is on the west side of the path if she sells her
property in the future. She may be willing to work with doing something for aligning with the road
and the path there. Something to keep in mind as the RV Park moves forward with design.
Speed Limit on Bypass — Freyholtz was asked about the speed limit being raised on the bypass. He
stated it will be on the next Transportation Commission Meeting agenda, whenever that is. Probably
this fall.
Rails to Trails — Nygren mentioned the trail crew will be contacting MDT in Helena regarding the
railroad crossings on Hwy 93, 1 ", 3rd, and 4th. He asked if MDT will have any issues with the refuge
islands being elevated. The only issue he can think of is the maintenance of the snow plowing in the
winter. Haskins had mentioned that same issue on the streets. Their engineer thinks they can design
it so it shouldn't be an issue. They are thinking of having rolled curbs that the blades should be able
to go up and over.
