08-30-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 30, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary Chad Fincher, Parks & Rec. Director Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: James Freyholtz (Montana Department of Transportation); Jeff Walla & Rory Young (Jackola Engineering); Sunny Cheff ( ); Julie Hawes (City Treasurer); and Margaret Davis (resident) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Julie Hawes, City Treasurer, is present. Sorensen displayed the spreadsheet for Performance Bonds to be sure that everyone knows how to get to it on the server under the Public "P" Share Drive. Click on `Building", and then click on "Securities Expiration Dates." There will be no change in the bond release process. Clawson suggested we have a check off for each department once their required improvements have been completed. Sorensen will check with Haskins to see if that can be added. Fincher went through the list to update his projects with Hawes. Tabler will also go through the list and get his updated information to Hawes. OLD BUSINESS: Universal Mechanical — HVAC - old Merganthaler building — Center St. This went through the Conditional Use Permit (CUP) process. Nothing new has been submitted yet. This will be on the agenda for next week. Sterling School — Public Works is done with this project. Sorensen verified their lighting with Cheff. This is passed through Site Review, and their Building Permit will be issued this afternoon. Northwest Drywall —1109 E Oregon St; new warehouse in the Rail Park at the south end. They are working on addressing our concerns. They have expanded the road out to 24 ft which brings this a foot closer to where the retaining wall is. They will also reduce the sidewalk down to 3 ft, which would be the minimum for the ADA access. Sorensen spoke with Dedman about the turning radius of 20 ft around the building but it is a tight corner. Their actual plans show more filling at that corner so there is more of a turning radius available for them. They have three gates: One up at the NW corner, one at the east side of the building, and one to the south. That may impact the fire hydrant layout. Public Works will need to look at it again if the layout for hydrants is changed. Parker stated 1 he asked them for a compaction report. They had hauled fill in, but they failed their compaction test. As far as the relationship between the building and slope, we haven't seen the reports to see if the slope is going to be stable to the point where Jeff can make a determination as to what the setback should be as far as the building goes. Right now it's about 10 feet too close. They found organic material underground that needs to be removed, so they will have to excavate again. This will be rolled into the overall Final Plat. This will be on the agenda for next week. Flathead Special Ed Co-op — 21 Meridian Ct; new school building. Public Works is waiting for a resubmittal from A2Z. Fincher will review their landscaping. Parker has asked them for more drawings. This will be on the agenda for next week. Maw — 25 Appleway on the south side; apartments. Two 4-plexes. This is missing plans. The civils will be submitted sometime soon from APEC. The CUP states they will address the recreational amenity. The only place where you can see the recreational amenity being addressed also seems to be one of the prime places to do storm drainage. Tabler stated there is a drainage easement down along the path. Sorensen stated that even if this was all open and available for recreation amenity, it's not enough area. He needs 4,000 sq. ft., which could be reduced if he put improvements in, but none are shown. Tabler noted they are showing a Swale, but it's probably not enough room unless they utilize an underground system to get the capacity they need. Sorensen also confirmed with Parker that they are missing a lot on the building side, too. Parker has spoken with Maw and Levi Waatti on some of their building plan issues, and they relayed they are getting those issues worked out. We are waiting for their submittal as well. This will be on the agenda for next week. Wal-Mart —170 Hutton Ranch; new grocery pick-up canopy. Canopy plans have been submitted for the SE corner of the building. This went through ARC this week. Unfortunately, their plans show it going over their sanitary sewer (public main). We have an easement for it. Tabler stated it only serves Wal-Mart, so we're going to try to see if we can get them to just take that as a service, and not have it as a main. Then the easement can be vacated and they can build their canopy. Tabler will contact them this week. Parker stated we need to wait for a response from them on the torque settings for their steel package, so the permit is not ready. This will be on the agenda for next week. KNTC Apartments — Rose Crossing — new apartments. Tabler stated they will be providing a shared access on Rose Crossing. They still don't know what they will be doing on the commercial site, but they will be starting with their current plan with the shared access on Rose Crossing per Walla and Young. This plan will now be under review. This will be on the agenda for next week. KRMC — 310 Sunnyview; patient corridor addition. Public Works is ready to sign off on this. Parker needs to look at this again and check their fire exiting. This is passed through Site Review. NEW BUSINESS: None. PLANNING OFFICE ITEMS: None. 2 OTHER REPORTS: Linderman School —124 — 3rd Ave E. Young asked about the status of Linderman. This did not go through Site Review because it was all interior and it wasn't a change of use. Parker stated that it is still in his stack for review. Tabler stated that Morrison-Maierle will be submitting storm plans. Their existing kitchen will be upgraded. Tabler will contact them. He noted that our pre-treatment process will need to sign off on this. Distillery Square — 45 — 6h Ave W. Tabler spoke with Brent Kelly. They are moving forward with the outdoor improvements. They will be revising the estimates put together by the previous owner. Those improvements should be going in here within the next month or so. Parker stated they are not replacing the windows.
