HEAR THE PUBLIC:
Margaret Davis: "Regarding the KRMC patient corridor addition, I reference back to a year ago
when there was a new consolidated PUD that is more of a concept than a plan. They did have a
condition in there that had some enforceability regarding pedestrian sidewalks. I hope that the
application will be looked on as generating more sidewalks in the H-1 zone as a result of this new
building project, and that they don't get a pass -go card on that one."
PERFORMANCE BOND REMINDERS:
Moose's Saloon — 173 N Main St — parking lot addition. They are wanting to get their cashier's
check back, as they believe they are done with everything. Fincher, Tabler, and Sorensen will check
the project out to make sure all has been completed. We will then need to give a release upstairs on
this to Julie Hawes.
OLD BUSINESS:
Universal Mechanical — HVAC - old Merganthaler building — Center St. This went through the
Conditional Use Permit (CUP) process. Nothing new has been submitted yet. This will be on the
agenda for next week.
Sterling School — We are still waiting for a letter from them to the City stating the gates will be open
anytime the building is to be occupied. It won't be closed until things are concluded and the last
person is out. This will be on the agenda for next week.
Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. Their
driving lane needs to be 20 feet for fire access and 24 ft for two-way traffic flow. It is 15 feet from
the parking spot over. This will not be a one-way road. Options were discussed regarding making
their driving lane 20 feet all the way without narrowing or impeding retaining walls. We have not
received a Geo-Tech Report or a Compaction Report. We are also waiting for architecture drawings.
This will be on the agenda for next week.
Flathead Special Ed Co-op — 21 Meridian Ct; new school building. Public Works is waiting for a
resubmittal from A2Z. Fincher will review their landscaping. This will be on the agenda for next
week.
Maw — 25 Appleway on the south side; apartments. Two 4-plexes. The CUP has several
requirements that they have not met. Sorensen sent them an email about these. They have hired
Brian Nelson to work on their plans. We are still waiting for stormwater plans also. No
improvements to the public way are shown. With the stormwater, they may have to come up with
something that has recreational amenities. This will be on the agenda for next week.
Wal-Mart —170 Hutton Ranch; new grocery pick-up canopy. Canopy plans have been submitted for
the SE corner of the building. Unfortunately, it would go over their sanitary sewer (public main). We
have an easement for it. Tabler stated it only serves Wal-Mart, so we're going to try to see if we can
get them to just take that as a service, and not have it as a main. Then the easement can be vacated
and they can build their canopy. Tabler will contact them. Parker noted that their footings are 10
feet, 6 inches deep. This will be on the agenda for next week.
KNTC Apartments — Rose Crossing — new apartments. Wala asked about their accesses. Tabler
reiterated that they cannot have individual accesses on Rose Crossing. A shared access, however,
would be allowed under Public Works' Standards. Tabler will verify this with Turner and Haskins.
They still don't know what they will be doing on the commercial site. Various options for the
apartments were discussed. The proposed path coming from the south will be on the east side of
Jefferson. Nygren noted that Claridge was talking about doing a linear park. This will be on the
agenda for next week.
NEW BUSINESS:
KRMC — 310 Sunnyview; patient corridor addition. We looked at this plan in the spring. This
would be used for moving surgical patients from one area to another. We need to make sure our fire
access works and that their drainage works. Tabler did get some documentation from the engineer
that shows the drainage as appropriate. There have been no changes to what was submitted in the
spring. This completely complies with the PUD. They submitted their parking analysis with this in
the spring. Tabler will verify that he is ready to sign off on this. Dedman will check for the fire
access. Parker will check for egress points out of the courtyard. This will be on the agenda for next
week.

PLANNING OFFICE ITEMS:
Downtown Kalispell Urban Renewal Plan - going to Planning Board next month. It will give the
Council the ability to potentially establish a TIF downtown.
RV Park — There was a Public Hearing on Monday night. There will now be a Work Session on this
coming Monday night. We need to revise Condition 412 to put some language together about the
sewer industry impact fee and the monitoring for two years so I can show that to Council next
Monday. Some of the Council members have concerns regarding the sewer treatment to RV Parks.
OTHER REPORTS:
Outside the City Areas - Discussion about development outside the City areas was held. The
Council has usually tabled these requests.
Meadows Edge —T. Jentz noted they are asking for a permit from MDT for Phase IA. MDT gave
them a 6-month temporary encroachment permit so they could have an access for construction
purposes but not for Final Plat. That allows them to continue to develop the infrastructure but not
get Final Plat. Their TIS is not completed or they've asked for an expanded TIS, one or the other.
They are still talking about taking the curb away. This lets them continue to work but not get Final
Plat. They have a lot of work to do. Public Works received a submittal for Phase IA.
Bluebell Area — T. Jentz also noted that the parking lot to the north has been barricaded for about a
year. They didn't want the connection with the neighboring properties. T. Jentz thought this was
temporary.
Gateway Mall — Financial Drive has been blocked off. They have also blocked off the northwest
corner of the mall. Dedman will contact them about this blockage that impedes fire trucks from
driving around their building.
Rankin Elementary School — Turn -around on back east side of lot. This was required by the
subdivision regulations. They poured it to 16 feet.
