PERFORMANCE BOND REMINDERS:
Distillery Square — The bond will be switched out to the new owners. They are working on this at
Glacier Bank.
OLD BUSINESS:
Universal Mechanical — HVAC - old Merganthaler building — Center St. This went through the
Conditional Use Permit (CUP) process. Nothing new has been submitted yet. This will be on the
agenda for next week.
Sterling School — We are still waiting for their access plan through their security fence to the school.
Also with the gates. As long as the school is open, the locked fence and gates will need to be open.
Johnson will get a letter from them to the City stating the gates will be open anytime the building is to
be occupied. It won't be closed until things are concluded and the last person is out. Tabler stated
we will need a Maintenance Agreement that states they will maintain the storm system on their
property and have it signed by the owner. We will keep it in our files. This will be on the agenda for
next week.
Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. Public
Works is ready to sign -off on this. Dedman needs to know where the hydrants are going to be
located. The building is sprinklered. Sorensen is still reviewing this. They are short on parking
spaces. Fincher has some landscaping items to discuss with them. This property is not part of the
plat, but if there is any way to get that to be part of the final plat, it would be a good thing. T. Jentz
will mention it to Mark Rohweder. There wasn't any geo-tech information for the Building Dept., so
they didn't have any test holes on this site. Tabler noted that the Preliminary Plat was going to
correct a little bit of an encroachment we have with Oregon on the south side. They were going to
grant the City an encroachment easement for the parts of Oregon across the front that were veering
off. Was this corrected in the boundary line adjustment? A survey was done for that property. This
will be on the agenda for next week.
Flathead Liquor — 1121 Hwy 2 W; addition. They have turned in plans to do a second story
addition for storage. They will need to go back through ARC. Dedman asked that the Building
Dept. review this to determine if the structure can handle a second story and Sorensen confirmed that
Parker will do that review. This is passed through Site Review.
Distillery Square — 45 — 6th Ae W; exterior remodel. The new owners are closing on this today. The
bond covers mainly Public Works' and Parks' issues with this revision because it's changing the
landscaping and the sidewalk. This is passed through Site Review subject to Parks'/Fincher's
approval.
Flathead Special Ed Co-op — 21 Meridian Ct; new school building. Public Works has this under
review. P. Jentz noted there could be some stormwater issues. The parking lot was put in a couple
years ago. They will still owe impact fees on this. There will also need to be some changes to their
landscaping. This will be on the agenda for next week.
Maw — 25 Appleway on the south side; apartments. Two 4-plexes. The CUP has several
requirements that they have not met. Sorensen sent them an email about these. They have not
submitted anything to Public Works. Nygren noted they were going to put their storm in the
setbacks. They will probably need to add a recreational amenity which may involve some playground
equipment. Sorensen noted their sidewalk will need to extend to the existing sidewalk as well as put
in curb and gutter to upgrade their ROW to urban standards. Nygren stated the sewer is in the
landscape boulevard. This will be on the agenda for next week.
NEW BUSINESS:
Wal-Mart —170 Hutton Ranch; new grocery pick-up canopy. Canopy plans have been submitted for
the SE corner of the building. They have gone from approximately 15 parking spaces down to 13 in
this area. Unfortunately, it would go over their sanitary sewer (public main). We have an easement
for it. Tabler stated it only serves Wal-Mart, so we're going to try to see if we can get them to just
take that as a service, and not have it as a main. Then the easement can be vacated and they can build
their canopy. This will be on the agenda for next week.
KNTC Apartments — Rose Crossing — new apartments. Tabler stated their proposed accesses off of
Rose Crossing will not be granted because it is an arterial. Their approaches will need to be off of
Jefferson. Tabler will call them to let them know about the accesses. Ford was granted their access
on Rose Crossing before it was deemed an arterial. Discussion was held about the building and
parking locations. Fire may need a cul-de-sac. This will be on the agenda for next week.

PLANNING OFFICE ITEMS:
Eagle Valley Ranch — formerly known as Valley Ranch — 120 acres — Zone Change. South of
Ponderosa Lane and north of the Armory.*
Silverbrook — PUD Amendment for the multi -family.*
*The Planning Board approved both of these projects.
RV Park — There will be a Public Hearing next Monday, but Nygren will need the MOU Agreement
together by the time they will be looking at taking action on September 4th. He will need that
condition submitted by August 28th
OTHER REPORTS:
Bloomstone, Phase 2 — Final Plat just went through on this. So Foxglove, Bluebell, etc. are starting
to come in for Building Permits for 2-unit townhomes. Dedman will check on this area before
permits can be issued.
Fire Restrictions — Dedman stated that Stage 2 restrictions in the County do not apply in the City.
Business as usual: Open cooking fires and charcoal grills are fine. Standard rules year round are:
You can't burn debris; you can't burn your garbage; and you can't burn your leaves. You can still
have recreational fires as long as they meet the standard rules: The fire must be in an approved device
or ring; must be 25 ft. away from all combustibles; must have a means of extinguishment readily
available; and must be 15 ft. away from structures. Fires that are in the ground with a rock ring
around it has to be 25 ft. from structures. Fires cannot be any bigger than 3 ft. x 3 ft.
Fair Parade — Is scheduled for tomorrow (Friday) at 10 a.m.
