A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, JULY 30, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz, Senior Planner Jarod
Nygren and various members of the Business Improvement District Board.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Kalispell Business Improvement District
Russell noted this is a continuation of a previous work session regarding the BID and the various
questions from council that were raised at that time.
Mayor Johnson remarked that he met with the Board after the last work session and he would like the
board to address council regarding some of the issues raised.
Marshall Noice, Chairman of the BID, explained their current assessment formula and noted they
will be proposing a new assessment before December.
Maggie Doherty, Kalispell Brewing, noted they are trying to make their relationship more transparent
with the KDA but still supporting them as much as they can. She said they have no formalized
partnership, but are looking into creating one.
Pam Carbonari explained some of the issues with both the KDA and the BID, including the
insurance and website, noting that she is a contracted employee for both organizations.
Various board members answered questions.
Christopher Peterson, Northwest Automotive, noted that as a board member and a business owner on
the outskirts of the BID, it is beginning to try to work from the outside of the district in.
There was discussion.
Mayor Johnson thanked the BID board for serving.

2. Agriculture Education Center Sewer Request
Russell explained that School District 5 requested sewer service for the improved Agriculture
Education Center but does not want to be annexed. He noted the city has previously given county
projects in that same area sewer service without annexation.
Nygren gave more details regarding the project and answered questions.
Nygren confirmed that extending service would be no cost to the city and would be done at the
school district's expense.
There was discussion regarding the risk of setting precedents.
Russell remarked these are policy decisions, not precedents, and each is an independent case.
Council consensus was to move on the request.

CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell noted he will be gone for the August 6 meeting and that the August 13 work session is
cancelled. He said he requested updated valuation numbers and a detailed analysis from DOR, and
will keep council posted.
