A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, JULY 23, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. COUNCIL PRESIDENT KARI GABRIEL PRESIDED.
COUNCIL MEMBERS SANDY CARLSON, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT. MAYOR MARK JOHNSON WAS ABSENT.
Also present: City Manager Doug Russell, Fire Chief Dave Dedman, and Senior Planner Jarod
Nygren.
President Gabriel called the work session to order.
DISCUSSION ITEMS
1. Emergency Medical Services (EMS) Report — CPSM
Russell introduced Peter Finley from the Center for Public Safety Management, who detailed the
findings of their Emergency Medical Services report.
Finley listed the following alternatives for the future of the city's EMS unit and gave pros and cons
for each:
l . Maintain the status quo and continue doing what the city is doing; or
2. Contract with a private, for -profit EMS Service; or
3. Combine public ownership with civilian personnel, not KFD, doing the job.
Finley related CPSM's recommendations to be that the city should maintain the status quo and local
control of services, but staffing should be increased to eight personnel at all times. He noted,
however, that funding may not support that staffing level; the city should review the current model to
increase to seven personnel as often as possible, including the use of "peak staffing".
Finley also noted the city should review all options for increasing EMS revenue.
Finley answered various questions and thanked council for the opportunity to complete the study and
present the information.
2. Montana Base Camp RV Park and Associated Fee Schedule
Russell gave a brief overview of the developers' requested fee change for the Montana Base Camp
RV Park.
Nygren presented a PowerPoint regarding the proposed RV Park.

CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell informed council that the July 30 work session agenda will cover the BID and a request for
municipal services without annexation.
