Performance Bond Reminders: Johnson said they are still waiting for the maintenance bond for
Diamond Ridge Estates. Also the bond for Fox Trotter Meadows Phase 1 expires February 8,
2009. Johnson said they are bonded for sidewalks and parkland.
OLD BUSINESS: 227 First Street West — Ice Cream Shop: Conrad stated the Architectural
Review Committee has reviewed the plans and approved the project. He added the landscape
details have not yet been submitted and drainage issues have not been finalized. Johnson added
the sidewalk and alley visibility issues still need to be addressed. The committee agreed to leave
this project on the schedule until those issues have been resolved.
WalMart: Conrad noted the PAC LAND team has talked with WalMart regarding the traffic
circulation issues and tree species issues discussed at the last meeting. The Public Works
Department wants to wait on approval of the site plan until the new plan is submitted since the
changes could affect the utilities and fire hydrant placement. Since the city is to receive revised
plans by the end of this week the committee will discuss the project again next week. There was
discussion regarding the moving of water mains and the need for this work to be completed
before the building permit is issued.
Super 1 Foods: Conrad agreed to provide the Fire Department with a copy of the plans
submitted for Super 1 Foods. Diehl noted the Fire Department will request that the dry hydrant
system be abandoned on this property.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Conrad said he is wrapping up his review of Silverbrook Estates,
Phase 2 and he asked that comments be sent to him by tomorrow so he can send out the planning
board packets next week.
Conrad also updated the board on the Cornerstone Church PUD and added the committee will also
have an opportunity to review the plans for the Valley Bank building proposed for this site when the
plans are submitted.
OTHER REPORTS: Johnson reported on a meeting with Wayne and Hubert Turner where they
discussed moving about 20 feet of dirt from the top of the hill on the Willow Creek project.
Castles suggested sending them a letter reviewing the meeting, noting that Susie Turner needs to
be contacted regarding stormwater issues that may come up as a result of this work and Jentz
added the letter should also address the fact that their proposed re -design of the preliminary plat
has not yet been approved by city council. A copy of this letter should also be forwarded to the
city attorney's office. Burnham reminded the committee that a floodplain study needs to be
completed for the new bridge work and Conrad said that is part of the conditions of approval.
There was additional discussion regarding where the fill will be placed, and the hope that the
bypass ROW issues will be resolved soon.
There was additional discussion regarding an apartment complex proposed for Meridian Road and
Underhill Court by Tim Calaway and the 2nd phase of the Spring Prairie Apartments on Appleway
Drive.
