01-08-09 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 8, 2009 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Charlie Johnson, Construction Manager Paul Burnham, Assistant City Engineer Jeff Clawson, Building Official Frank Castles, Deputy Public Works Director Sean Conrad, Senior Planner Chad Fincher, Parks Superintendent Tom Jentz, Planning & Bldg Director P.J. Sorensen, Chairman Dan Diehl, Acting Fire Chief Michelle Anderson, Recording Secretary Guests: None. Hear the Public: No one wished to speak. Performance Bond Reminders: Johnson noted they are still waiting for the maintenance bond from Diamond Ridge Estates. OLD BUSINESS: 227 1st Street West: Sorensen stated they received additional information for the project at 227 1st Street West. Sorensen said the site plan shows the paved parking area with a van accessible handicap parking spot, lighting information, a concrete deck/patio and also includes some detailed drainage information. Johnson said Public Works would like to see additional site improvements in the front of the building where the driveway approach is located and there also needs to be some sort of signage or a mirror at the alley for safety reasons. Sorensen noted there is a 5 foot landscape buffer between the sidewalk and the parking lot which is on the back side of the sidewalk. Fincher said he would like to see more landscape details. Diehl said the Fire Department doesn't have any issues with the site plan. Sorensen said they are showing the pavement going all the way to the property line and he added there is a standard that requires the paving to be 2 feet off the property line for drainage and snow removal. He asked if the committee had any concerns about that. Johnson said that could be resolved if they elevate the paving a bit to drain away from the edge. The committee decided the developer should be contacted regarding the issues brought up by the committee before the plan is approved. Super 1 Parking Lot Renovation: Sorensen said building plans were received for Super 1 Foods yesterday and it appears the additional improvements will be an interior remodel because no square footage will be added to the building. Jentz asked if the modifications to the front of the building would have to go through Architectural Review and Sorensen said he would have to review the plans to see if that would be required. Sorensen asked if the Fire Department issues have been resolved for the site and Diehl said they were happy with what was shown on their most recent plans. Burnham restated his original concerns that the sidewalk would be at grade and would potentially be blocked with carts and front-end bumpers. Burnham also noted that they had hoped Super 1 would share parking with the dollar store, but it doesn't appear they are willing to do that. He added Public Works is still working with them on stormwater issues. Sorensen reviewed the options for the committee at this point. The committee decided to approve the parking lot site plan. WalMart: Johnson said Public Works believes a traffic circulation plan needs to be submitted for the whole portion of Hutton Ranch Plaza in the area of the proposed WalMart. Jentz noted that should come from Phil Harris as the manager of the Hutton Ranch Plaza site. Johnson reviewed their concerns for the committee which included moving the north/south landscaped through -road within the WalMart parking lot further to the east to line up with the main entrance road into the parking area. Further discussion was held. Sorensen noted some of the traffic flow design could have been driven by MDT requirements. Fincher said Parks had no issues other than the one species of trees that was proposed. The Fire Department has no issues with the site. Sorensen said he would send copies of the geo-tech information to Public Works and the Building Department when it arrives. Sorensen also noted with the pharmacy drive -through the traffic flow should be reversed so the driver has access to the window. Burnham said a letter will go out next week that will address the technical issues from Public Works and Sorensen asked for a copy. Public Works briefly reviewed their stormwater issues which may or may not require some amendments to the parking lot. . NEW BUSINESS: None. PLANNING OFFICE ITEMS: Conrad reviewed the Silverbrook, Phase 2 preliminary plat and revised PUD submittal for the committee. Conrad noted the changes proposed on the PUD included increasing the number of commercial lots from 12 to 13. The planning office doesn't necessarily have a problem with that provided the gross square footage of commercial is not increased. The second area that has been revised is they reduced the number of townhouse lots south of the commercial area and as a result removed the park land and pedestrian/bike path with a greenbelt area along the path that was proposed for that area. Conrad noted although the removal of townhouse lots proposed along the highway is a good idea and other townhouse units have now been converted to single family residential lots, the planning office will request that they replace the park land in the townhouse area with at least a one acre park and require they provide a pedestrian/bike path from the townhouse units to the commercial area. Parks agreed the parkland should be replaced. Burnham noted they haven't received any information on their stormwater and they need to know what the original requirements were. Conrad said their preliminary information indicates the existing facilities will handle the stormwater for phases 2A & 2B. Further discussion was held regarding the commercial aspect ofthis property. Fincher will recheck his notes on the parks for this project and contact Conrad to let him know if there are any Parks Department issues. Conrad asked if any department had any new issues regarding the Cornerstone Community Church PUD and Johnson said they have been waiting for CTA to respond to the committees concerns. Conrad said he sent out a letter 2 weeks ago addressing the concerns and he hasn't heard back from them yet. Conrad said Parks approved the landscaping along Northridge Drive and added he would include a condition on the PUD that addresses the need for more detailed plan for the landscaping prior to issuing a building permit for the bank. OTHER REPORTS: There was discussion regarding the sewage capacity for development north of West Reserve and it was noted that the 911 Center will be first in line to address the needed upgrades to the Grandview Lift Station before occupancy will be granted.
