A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, JUNE 25, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, TIM KLUESNER, ROD KUNTZ,
WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. COUNCIL MEMBER
PHIL GUIFFRIDA WAS ABSENT.
Also present: City Manager Doug Russell, Public Works Director Susie Turner, and Wastewater
Treatment Plant Manager Curt Konecky.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Biosolids Building
Russell noted this is a continuation of a past work session regarding effluent and said Glacier Gold is
reaching its capacity and therefore the city is looking at alternatives.
Turner presented a PowerPoint and explained the processes involved regarding Biosolids, noting that
they are not Digested Solids.
Turner answered questions.
There was discussion.
It was suggested that a trip to Coeur D'Alene or Missoula be taken in order to tour their facilities.
There was further discussion and Konecky also answered questions.
Russell remarked that having our own composting area is the most viable option, although the 40
acres south of town may not be best place for it. He said more analysis and discussion is needed, but
the market is not there for private enterprise to take over.
Turner remarked we still need the 40 acres sludge pond; it was purchased through a grant and is 75%
owned by the EPA. The city needs an area on which to place digested sludge and needs to be able to
clean the tanks.
Council requested more information and that an additional work session be held.

Public Comment
Dale Crosby Newman, Realtor, remarked that a sludge pond being created close to Siderius
Commons would drive any prospective developer away; he said there needs to be a better location
and no one wants something like this in their back yard, even though it is obviously needed.
Todd Gardner, business owner, noted that his business has been a neighbor of the treatment plant for
many years, and there are good things starting to happen around Airport Road and asked that a
sludge pond not be developed there right now.
Dave Stone, Realtor, said there are some exciting projects coming up which will be good for south
Kalispell; he said this proposal would be a kiss of death in its current location and the city can't put
an industrial application in middle of high density residential property. He asked council to consider
the opportunity costs of the proposal.
Davar Gardner, business owner, remarked the city will be losing a huge tax amount if it uses that
property for a sludge pond; he suggested trading the land for some in a less desirable location, stating
it would be much more beneficial.
Paul Elvis, Ashley Creek, asked what is going to happen with large trucks coming down Cemetery
Road and is it worth completely destroying the south end of Kalispell? He remarked the sewer plant
smells bad and that compost will smell worse.
Turner noted that the EPA property is critical for the treatment plant.
Turner answered additional questions and said she will gather more information for an additional
work session.
