06-11-18 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES JUNE 11, 2018 View the minutes attached to the audio of the meeting at: http://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, JUNE 11, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. COUNCIL MEMBER TIM KLUESNER WAS ABSENT. Also present: City Manager Doug Russell, Finance Director Rick Wills, and various members of the Downtown Improvement District Board. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Review of Kalispell Downtown Business Improvement District (KBID) Work Plan and Proposed Budget Russell introduced the discussion and turned the presentation over to Marshall Noice, Chair of the Downtown Business Improvement District Board of Directors. Noice described how the assessments were determined and how they work and answered questions. In response to a question from council, Debbie Snyder explained they have expanded their flower planters to the entire BID along Main and 1 st Streets East and West; however, the flower boxes are only on 1 st Avenues East and West because there is no water supply available for the corner planters in other areas. Kisa Davidson, owner of several downtown properties, noted the BID is invested in seeing elevated property values and creating an environment for thriving businesses. Maggie Doherty, Kalispell Brewing Company, noted they now belong to the expanded BID and they have seen a huge difference from not belonging to the BID initially. Debbie Snyder, former owner of 128 Main Street, said she loves a clean and friendly Kalispell and she wants the next generation to succeed in downtown as well. Christopher Peterson, Northwest Automotive, spoke about the benefits of the projects the BID undertakes. He said they are advocating for things that bring in more business. Kalispell City Council Work Session Minutes June 11, 2018 Page I Pam Carbonari, Executive Director, remarked regarding their successful facade grant program, noting they have awarded $21,000 for this year's facade improvements, with owner investments of over $400,000 in the downtown core since 2013. She thanked council for their strong support for the BID over the years. Carbonari answered additional questions regarding specific budget items. The Board thanked the council for their time and attention. Public Comment Eric Robbins, Aluma Glass, noted he is not in the BID, but said his company received a facade grant about five years ago and his neighbors also received one, allowing them to create an atmosphere and beautify their section of the downtown area. CITY MANAGER/MAYOR/COUNCIL REPORTS Russell updated council on the MDOT BUILD grant application, noting MDOT wants the city to be the lead on the application, so there is a 40 day deadline to get the grant application in. Mayor Johnson noted he will attend the 911 Board meeting on Wednesday.
