12-31-08 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 31, 2008 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Charlie Johnson, Construction Manager Roger Krauss, Police Dwaine Elkins, Plans Examiner Dan Diehl, Acting Fire Chief Sean Conrad, Senior Planner Chad Fincher, Parks Superintendent P.J. Sorensen, Chairman Michelle Anderson, Recording Secretary Guests: James Freyholtz, MDT Hear the Public: No one wished to speak. Performance Bond Reminders: Johnson noted the bond for Diamond Ridge Estates expires today and Public Works is waiting for their maintenance bond. Silverbrook and Hutton Ranch Plaza bonds expire in February. OLD BUSINESS: 227 1st Street West: Sorensen reported no new information has been received. Super 1: Sorensen reported the Fire Department has signed off on the access coming into the site and he doesn't expect to hear from Super 1 until the spring. WalMart: Sorensen stated the city has received the full set of plans and he added Public Works has already received a copy and he distributed copies to Parks & Rec and the Fire Department for their review. Sorensen reviewed the dates for submittal of the building permit application and Elkins noted the plans review will take at least a month. Sorensen noted that the handicap van parking spaces are designed differently and Krauss though the layout was to accommodate the side loading vans. Krauss said he would check with the state to see if the specs have changed. Sorensen added they have included more handicap spaces than required. Johnson said Public Works is focused on the on -site relocation of the utilities and stormwater at this time. Johnson noted there are some questions on how they plan to hook into the stormwater system and Susie Turner will take a hard look at that. Sorensen reviewed the Architectural Review Committee's concerns regarding ingress and especially egress at this site. James Freyholtz from MDT noted there is a new design of Hutton Ranch Road which would widen the road in 2 phases and eventually have 2 left turn lanes onto the highway. Sorensen asked Freyholtz to get additional information on the design of the road and when it would be expanded. Sorensen also mentioned there was a plan to add an additional traffic light from the Hutton Ranch Plaza property. Johnson suggested WalMart should be approached regarding contributing to the cost of widening Hutton Ranch Road. Sorensen briefly reviewed the landscaping and lighting proposed for the site. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Conrad reviewed the Cornerstone Community Church PUD and Zone Change for the committee and when the revised plans come he will distribute copies to the committee. Sorensen spoke to Gary Hoes regarding the building code aspects of where the canopy would come to the property line and without knowing the type of construction he wasn't able to provide a complete answer, although there would clearly be an elevated requirement. Conrad reported the preliminary plat for Silverbrook Estates Phase 2 has been received but they have decided to amend the original submittal. He added when the revised application comes in he will distribute copies to the committee. Conrad noted phase 2 should mirror what is already out there and the concept that council has already approved. OTHER REPORTS: Johnson asked if Public Works could receive information regarding extensions on subdivisions before they go to council. Johnson also noted that Public Works and the Fire Department have issues with the traffic calming islands proposed in the Northland Subdivision and he asked if those issues would normally come back through the Site Review Committee. Sorensen said it would only come back through if it was a revised plat. Conrad said he would pull the conditions to check the wording but he thought it was "traffic calming shall be provided along the street" and it is up to Public Works and the Fire Department to review the plans and approve the design before the developer can apply for their final plat. Finally Johnson noted their office has discussed the transfer of utilities and road and asked if there was any language that goes onto the final plat that would address this process. Conrad said there is language that addresses the transfer of the streets but it doesn't extend to water and sewer utilities. Sorensen suggested pulling out some of the recent final plats to review the language. The meeting was adjourned at 10:22 a.m.
