Minutes from June 14, 2000 Meeting
The meeting began at 4:00 p.m. present were: Chris Kukulski, Mike Baker, Craig Kerzman, and
Kathy Kuhlin (staff), Crib Bissell, Fred Leistiko, Keith Robinson, Jim Robischon, Art Thompson, and
Tom weaver. Also present were Mr. & Mrs. John VanDerLaan.
1. Status of Request for Proposals for Environmental Assessment - Proposals were sent out to ten
different firms today. Advertising will take place June 25 and July 2 in the Daily Inter Lake. Copies
of the proposals were distributed to all of the board members.
2. Fence at Rosauer's - we need to write a letter outlining the liability issue and offer to split the
costs between Rosauer's and the City. Jinn Robischon will draft the letter and return it to Chris for
review.
3. Leases - Extensive discussion was held regarding many different entities that are interested in
leasing land and/or hangars at the airport. VanDerLaan would like to be located on the side where
tanks are adjacent to Airport Road inside of the fence. Toni moved to no longer hold off on Airport
Road leases. This parcel has nothing to do with the ballf elds. It also does not effect the five degree
realignment. Airport compatible, not airport related. Tell FAA about what we are doing. Chris
asked if we want to lease any of those lands? Motion to lease, with FAA approval, lands outside of
the building restriction area. Discussion was held. RFP on all lands available for lease or public
offering of property? Management Plan states it is zoned for Industrial use. The fee structure was
for apron, ground and hangar leases. A motion was made by Tom to lease land along Airport Road
in the non -hangar zone. Art seconded the motion. Upon vote, the motion was unanimously
approved. Chris asked for one or two board members to help he and .Mike Baker to develop the RFP
for leasing this land.
We need to write a letter to John VanDerLaan stating how long we have to advertise with a specific
time frame (date) when we will then be able to look at his proposal. Persons interested in building
hangars will have to wait until we know more about the soccer field becoming available.
4. General Airport Maintenance - Beacon, Mow by Tie Downs - The beacon has been repaired and
is working well. Gib asked if the grass around the tie downs could be mowed. Mike will see if he
can arrange for that to be done. Runway painting is completed and looks good.
5. Sale of Eagle Aviation/Dave Hoerner - The Red Eagle request to the City to purchase their
property is a Community Development project. we need to write a letter to Red Eagle that reflects

an effort on behalf of the City to advertise their property with our own property.
We need to do a letter to Mile Strand regarding extending the lease on the Eagle Aviation hangar.
We need to clarify the price and terms of the lease. The City could terminate their lease and
renegotiate. Strand is looking for a ten or twenty year lease and terns so that he can obtain financing.
The next regular meeting will be Wednesday, July 12, 2000 at 4:00 p.m.
