Minutes from Date May 10, 2000 Meeting
The meeting began at 4:00 p.m. Present were: Chris Kukulski, Mike Baker, Craig Kerzrnan, P. J.
Sorenson, and Kathy Kuhlin (staff), Gib Bissell, Mike Manion, Keith Robinson, Jinn Robischon, and
Tom 'heaver.
1. Runway Paint and Fog Seal - The runway will be ripped out within the next five years, so we are
skipping the fog sealing and going ahead and stripping. Dick Brady will get the paint and get it done.
Mike Baker has already initiated a work order.
2. Maintenance on Rotating Beacon - Mike B . has issued the work Order regarding the Rotating
Beacon. A cap cover is being obtain by our Signs and Signals employees.
3. Request for Proposals for FAA Environmental Assessment - Mike B. sent the FAA our proposed
three -page Request for Proposal for the Environmental Assessment. Clary Gates sent back an eight -
page document. They are paying for the E. A., so we need to do it their way. Publish RFP for three
weeks.. The UP process was discussed. A motion to proceed with the RFP was made by Keith
Robinson, seconded by Mike Manion, and was unanimously agreed upon. We will get the
requirements of advertising from the FAA. Also, send to possible engineers that we have sent RFP's
to previously for the Airport.
4. County Airport Protection ordinance - P. J. believes the subject was sent by the County
Corm issioners to the County Attorney's office and that the issue is on Jonathan Smith" s desk. P. J.
will contact him about this.
-5. Allowing the Sale or Lease of Airport Property Before the Environmental Assessment is
completed - Hangars and 1,400 square foot office building. If we could identify certain property is
not affected by the runway, or the shift in the runway, that perhaps we could lease some space. Lease
land for 10 or 20 yearn. Need to have land lease fee increase periodically. Discussion was held.
e need to put in the newsletter that the advice from the Airport Advisory Board to the City is not
to put any hangars out at the airport until the airport is complete. we will need to keep in mind the
zoning. Some areas are P-1 and some are I-1. In 45 -60 days, the soccer fields may be released. We
could consider starting to lease land on the west side. Builders will have to pave their own taxiway.
Discussion was held. We will bring back this discussion in July. Kathy will send out to all our board
members the list of parties interested in leasing hangar space.

6. Fence Dear Rosauer's - Chris updated the board about Rosauer's disagreement with the City due
to the lack of a traffic signal light. The City is working on this issue with the Highway Department.
In his discussion with City staff, staff believes that Rosauer's had verbally agreed to putting up a
fence, but unfortunately nothing was ever put in the final contract about fencing. The liability issue
of not having a fence was discussed, and Jinn felt that the liability would be equal for both Rosauer's
and the City. Chris will set up a meeting with them to discuss their putting up a fence or supporting
the issue financially.
The meeting was adjourned at 5:1 o p.m.
The next regular meeting will be Wednesday, June 14, 2040 (Flag Day) at 4:00 p.m.
