Minutes from November 10,1999 Meeting
The meeting began at 4: oo p.m. Present were: Chris Kukulski, Mike Baker, Craig Kerzman, P. J.
Sorenson, and Kathy Kuhlin (staff), Gib Bissell, Fred Leistiko, Mike Manion, Keith Robinson, Art
Thompson, and Tom weaver.
Fred will go see Lowell Johnson at the Federal Aviation Administration in Seattle this week as per
the suggestion of Conrad Burns. The board agreed he should discuss the Master Plan, the shift in the
runway due to the towers, highway improvements, NPIAS listing, E-Mail from Gary Gates dated
all November 8, 1999 (attached), buy/sells.
Waiting for proposal from Dick 'Leaver of Skillin s-Connell to give us an idea as to what the fee

would be to do the buy P g y buy -sell or option agreements. when the City decides to go forward with the
buy -sells or options, Requests For Proposals will be advertised. The City paid extra for Morrison-
Maierle to do a section on what needs to be done at the airport with the million dollars if the FAA
does not participate.
2. Hangar Leases - Discussion was held. Engineer drawings in Morrison-Maierle plan are C.K. to
use for hangars. Depth of commercial property along Airport Road - building restriction lines. Plan
design - infrastructure - wait. Past resolution, Master Plan, waiting for FAA funding. Soccer fields
vacant in the summer, authorization from FAA. Identify where single hangars will be. Need a plot
plan - Morrison-Maierie will work with us.
3. Painting the runway - because of the runway, the runway needs paint. City could paint it, but
someone needs to purchase the paint. Gib will call Mike Ferguson at Montana Aeronautics about
applying for State grant to purchase runway paint.
4. Rotating Beacon Falling Apart - Traffic Signals and Signs to repair - do work order - green bulb
not working - Fresnel bulb.
5. what is next step - operation Manager of airport. Commission versus Authority versus
Department. Gib will get information and statutes to Chris.
The meeting was adjourned at 5 :47 p.m.
