04-14-99 Airport MinutesCity of Kalispeff Minutes from April 14, 1999 Meeting The meeting began at 4:00 p.m. Present were: Al Thelen, Mike Baker, Craig Kerzman, P. I Sorensen, and Kathy Kuhlin (staff), Gib Bissell, Fred Leistiko, Mike Manion, and Keith Robinson. Also present were Tim Orthmeyer, Terry Richmond, and Tony from Morrison-M-aierle, Council Members John Graves and Duane Larson, and Rebecca Manna from. Max B aucus' office. The agenda was distributed and introductions were made. Gib opened the meeting with discussion regarding the fee/revenue schedule. The following was agreed to: 1. Ground lease set at .15 0 per square foot per month which is higher than Polson but less than Glacier 2. Hangar lease categories: (a) Private; (b) Commercial; and (c) Other. Walls of hangar and outside use of hangar. Miscellaneous lease set case by case. T- hangar for on use and series of hangars for many to rent (non-wnuivercial). Legal definition. Define guidelines. Fred concerned with miscellaneous being too vague. Baker - diversity of uses. Not for proceeds - present leases have no definition - need commercial category: Aviation oriented. Terry: Boundaries - aviation businesses by legislation definition - zoning. Define private hangar at this time. Move on to the other categories in the resolution. Baker: Discount for amount and term for leases at other airports (incremented). Terry said FAA will expect all airport persons to be treated the same. Same options for all. Drib - option to re-evaluate lease rates as airport improves. Escalator built in. AI - give to Council. 3. Tie down fees - $15 per month or $5 per day. Keith - bare land to FBO to collect a tie down fee. FBG presently getting $50 per month fee. Diamond Aire and Red Eagle are both on private property and are still out there. Will go with $75 per month inflation adjustment. 45` x 35' designation -- $15 to FBQ per month ($180 per year) Fuel flows .050 per gallon. $15 x 150% for private leases. Non-commercial and miscellaneous. Commercial - strictly aviation uses. Miscellaneous -- Hertz, restaurant. Special (access user fees) - people to have access to airport. Access user fee. Through--the-fence operation. Until they pay a fee. Fence plan - Baker. Monk property. Through -the -fence access fee - commercial operation is higher. $50 for private individual. Fred moves to pass the fees as discussed and pass it on to the Council. All board members were in agreement. Morrison-Maierle and board members would like Airport Advisory Board Meeting April 14, 1999 Page 2 copies of the final fee schedule sent to them. Fred and Morrison-Maierle would also like a copy of the Construction guidelines sent to them. Fence update - Baker - fencing would be six (6) foot, nine (9) gauge chain link, with a one (1) foot, three (3) strand bares wire with out riggers. This includes supports, etc. The bids were between $11 per foot and $5. 79 per foot, which includes two corners and two end posts. 16 foot gate and walk through gate. Mild fence Company was lowest bidder. Approximately 3,500 feet total. The suggestion was made to put a foot path one foot inside the right of way line. Terry suggested we obtain an Airport Road construction reap from the highway department. Fence would extend behind Elks going north, behind helicopter turn at Diamond Aire, and reserve east end of field until the future. A walk through fence would be installed between the armory and the Aero Inn. The fencing project should begin within two weeks. Regarding the Economic Impact Study Update, Crib had met previously with Greg Davis from Flathead Valley Community College (FVCC) and Mr. Davis was to contact Terry Richmond. Terry stated that he had not yet heard from him and asked if Crib would contact Mr. Davis once more. gib agree to call him. P. J. mentioned that he has discussed our Resolution that deals with height restrictions with the County and they are presently considering adopting the same height restrictions. Tim Orthmeyer &orn Morrison-Maierle discussed changing the alignment of the runway. Airport layout plan and property maps were shown by Tim. RPZ - threshold location. Other end - 41,700 foot ultimate runway length. 4,300 now, the rest in the future. Residential area for RPZ. Moves the runway from Highway 93, lower priced property, less fill requirements, possible wetlands. Wild orientation is a little better. Five degree move equals 135. 13 or 14, magnetic changes. Some adjustments to the towers. will do a matrix comparing the two alignments including cost, distance from Flighway 93, utter air space, etc. On colored map, the blue area is the present runway, the pink area is the new proposed runway, and the green area is what part of the runway that w%Il remain the same. Option 2 will be adjusted to be a B-1 standard. There will be a public informational meeting June 1'.
