Minutes from February 17, 1999 Meeting
The meeting began at 4:00 p.m. Present were: P. J. Sorensen, Craig Kerzman, and Kathy Kuhlin
(staff), Gib Bissell, Fred Leistiko, Keith Robinson, Art Thompson, and Torn weaver. Also present
was Terry Richmond from Morrison-Maierle in Kalispell. Al Thelen, Interim City Manager, was
present later in the meeting.
Discussion was held regarding an economic feasibility study. Gregg Davis from Flathead Valley
Community College (F.V.C.C.) has offered to take on this study. Terry believes this will improve
the legitimacy of Phase Il. Art and Gib will discuss this with Dave Byers, President of F. V. C. C.
Senator Burns could make a line item in the budget and may attempt to get special appropriations
funding for the Kalispell City Airport.
Regarding Daley Field and Tax Increment, Al and Terry will work on financing plans for the Airport
Neighborhood. Al asked Terry for leases using Uniform Act or Buy/Sell Agreement. Art recently
heard from Gary Gates from the FAA and he stated it would be helpful to have one Point of Contact
(POC) staff person. Al will write a letter to the FAA advising them that he is presently the POC.
P.J. is working on an Airport Protection ordinance.
The meeting was adjourned at 6:00 p.m.
The next regular meeting will be Wednesday, March 10, 1999 at 40.00 P.M.
