01-06-99 Airport MinutesCity of Kalispell Minutes from January 6, 1999 Meeting The meeting began at 4:00 p.m. Present were Kathy Kuhlin, Craig Kerzman, and P. J. Sorensen (staff); and Crib Bissell, Fred Leistiko, Keith Robinson, and Tom ''Leaver. Discussion was held regarding the airport protection ordinance. Gib suggested that someone from the City should contact the State to see what they think should be in the ordinance. The ordinance needs to comply with B-2 requirements. P. J. believes that ordinance 3306 is more restrictive than the proposed ordinance, because it refers to the State regulations. It needs to further define "boundary". Update old one with definition of "boundary" included. Send letter to Council stating the old ordinance accomplishes what We want but the State has refused ordinance 3306. This is a resolution, not an ordinance. The State Aeronautics Board says the State Statute can be challenged and is difficult to enforce. - Gib will call RRedge Meierhenry to request the State give us, in writing, what they don't like about the old ordinance. It was suggested that perhaps the City and County should make a joint airport protection document. The Airport Manager position will be filled by Dick Brady if the City can find a way for hire to continue with his Public Works position along with the airport position. The State has found a truck and will pay up to $2,000 for a plow. The State will pay 1/a of the cost for the blade. Currier welding has blades. We have until the end of February to get a blade. The Master Plan has been given to the FAA in Helena. Gib will call the FAA. to see if they have the Master Plan. (Called on 1 /7- Dave Gabbert and Mary Gates said that We should have it by the middle of next Week.) Torn will call Terry Richmond at Morrison-Maierle to find out why we have not received our copy of the plan. Gib stated that Art has contacted the University about doing an Economic Impact Study. Morrison- Maierle was suppose to do an E.1. S. also. Kalispell Development Corporation will be sending a letter of support. The Downtown Business Association will also do a letter of support. Rick Hill's office has offered to check into funding for the- airport from Special.Appropriations if the FAA funding does not materialize. We have $15,000 .for fencing. Chain link is now being :considered. -faker has --fence information. Kathy and Gib will write a. letter to Glen regarding the, fencing, with a. copy w-Council.
