Performance Bond Reminders: Conrad noted that the SIA was to expire January 1, 2009 for
sidewalks for Eastside Townhouses located at 4th Avenue East and 13th Street East. Castles noted
that Mr. Sandler should contact Mark Crowley in Public Works and the city would grant an
extension.
OLD BUSINESS: Super 1 Parking Lot renovation: Peppmeier, from TD&H provided a
drawing showing the adjustments they made to the main entrance road/fire access into the site
which although it is not totally straight provides the width required for emergency vehicles.
Sorensen suggested a raised curb would prevent cars from blocking a portion of the road. The
committee suggested the Fire Department should be contacted for their review and approval.
The sidewalk from I't Avenue East to the first connecting road will be raised but then the
remainder of the sidewalk to the building will be at grade. Peppmeier noted that they intended to
place bollards to prevent vehicles from blocking the at grade sidewalk. Sorensen suggested they
also contact the Parks Department regarding final landscaping at the site. Peppmeier said the only
way to meet the water quality requirement is to put in a mechanical treatment device which will
treat all the existing runoff at the point the stormwater goes into the city's system. He added he
will coordinate the use of this device with the city's stormwater engineer, Susie Turner. Sorensen
said in the typical drawings it showed an 18 foot deep parking space in the 90 degree spots and
the standards cite an 18 foot spot with a 2 foot overhang over a landscaped or sidewalk as long as
you are not interfering with any type of ADA access. Therefore the parking spots that would be
nose to nose would have to be 20 feet deep. D.C. Haas stopped in and requested a copy of the
revised plan for the Fire Department and he added there is a stand pipe on a curbed island close to
the building that needs to be marked.
Povas asked about the lighting calc plans and noted they wanted to add 3 lights to the center of
the parking lot. Sorensen said they have to be full cut-off fixtures and the poles for the new lights
cannot exceed 25 feet measured from the ground to the top of the fixture. Sorensen explained the
recent approval of city council to extend the compliance date for lighting of commercial
properties. Povas said he will review all of the lighting on site and get back to the city with their
lighting calc plan, checking to confirm the pole height on the new lights as well. Castles noted the
site is contaminated and the city doesn't want any infiltration of the ground water into the
stormwater treatment system. Peppmeier said he was aware that the site was contaminated and
the only modification to the storm system will be the water quality device mentioned previously
and adjusting some rims.
227 1" Street West — conversion to an ice cream/coffee shop: Burnham asked if the property
to the west of the building is what they planned to use for parking and Sorensen said the city is
assuming it is since they placed gravel on the site, however it will have to be paved. There was
discussion about safety issues at the alley access adjacent to the building that included changing
the alley to a one-way going north for '/z the block and then two-way on the other half, making
the entire alley one-way or installing mirrors at the alley's southern access. Krauss noted if the
alley was partially one-way and two-way it would be difficult to enforce so he recommends a one-
way through the entire alley. Sorensen said by making the entire alley one-way it could cause
problems for the other businesses on the block so he suggested Public Works look at installing
mirrors. Burnham said the alley issue, if not restricted, will create a hazard especially with the
increased use an ice cream/coffee shop would generate. Burnham asked if the zoning setbacks
should be amended for the B-4 zone and Sorensen noted the entire downtown area is B-4 with
zero setbacks and he doesn't anticipate that changing. The police department will take a closer
look at the situation. Sorensen noted he and Elkins will be meeting with the developers at 2:30
p.m. to discuss these issues.
Cornerstone Church PUD — 1970 Hwy 93 North (preliminary review): Conrad said after last
week's meeting he sent the comments to TD&H and is anticipating a response next week.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Conrad said the growth policy amendment for the Highway 93
South Corridor is now completed which changes the use from industrial to mixed use; the
Gardner annexation, 81 acres, has also been approved and the annexation for the Siderius
Commons property, across the highway from Gardner's is now being processed.
Yoga, Jiu Jitsu Studio Conditional Use Permit: Conrad stated the planning department has
received a request for a conditional use permit for a Yoga, Jiu Jitsu Studio on I't Avenue East, in
the B-4 zone. This would be a change of use in the building which is common for the downtown
area. Conrad noted they will have to apply for a sign permit before they put up a new sign. No
issues were brought up by the committee.
The planning department received a referral from the County that involves the property that had
requested expansion of the Evergreen Sewer District to incorporate a portion of a lot, located
outside the city limits east of Applebee's, that contains a gas station. The owner wants to expand
the business to include a casino and is requesting the County B-2 zoning for the entire lot. No
issues were brought up by the committee.
Silverbrook Estates, Phase 2: The preliminary plat of Phase 2, Silverbrook Estates is expected
tomorrow and Conrad will send out the information for site review soon. There was discussion
regarding sewer capacity north of West Reserve Drive.
OTHER REPORTS:
There was discussion regarding the triangle island at the intersection of Woodland Avenue
and Conrad Drive which has been replaced in order to meet ADA requirements. Burnham said
MDT and their engineer's interpretation of the requirements was the new sidewalk had to be at a
12/1 slope, which is incorrect. The city has asked RPA to let us know how this will be resolved.
Sorensen stated WalMart did submit updated elevations which will be reviewed at the
Architectural Review on December 9th and there will also be a pre-app meeting to discuss the
questionnaire that they sent to all departments. 7entz added WalMart plans to open in February
2010.
