RE: Courthouse East Asbestos
Pursuant to direction received at our staff meeting I visited the site of the old
Courthouse East and spoke with Matt Gelinas, the property owner/demolition
contractor. Matt already took down the smokestack and is in the process of
demolishing the small accessory building. Matt is a certified or licensed asbestos
contractor and he indicated to me where asbestos is located. He informed me that he
has been in touch with Pierre Anagucci who is with the Montana Department of
Environmental Quality (DEQ) and that DEQ is satisfied with his abatement plan.
DEQ has jurisdiction over the identification, removal and disposal of asbestos and
Pierre has been to the site to check for compliance with State laws.
Today I spoke with Pierre and he affirmed the owner's opinions. Pierre has been to
neighborhood meetings and is aware that this is a sensitive issue with the neighbors.
He pledged to keep us informed if something comes up on this project. I
recommend we let the State and the contractor perform their respective roles and
render assistance if we are called on to do so.
