227 1st Street West: Sorensen reported he received information on a proposed ice cream shop at 227
1st Street West, t/z block from the Knead Cafe. This proposal would not expand the building but
would change the use and include the addition of a deck off the back of the building. Sorensen noted
there isn't a site plan but they have been notified to submit one. They will have to add another
restroom but they would not be required to add additional parking since they are not expanding the
building. Clawson noted to Diehl that they want to keep the original sliding doors that would be
locked open and those doors probably need to be turned to swing the other way. Johnson said they
will take a look at the building and the committee agreed they need to see a site plan and should
review it again at the next meeting.
Super 1/Tidyman's Parking Lot Renovation: Sorensen reviewed the site plans for the Super
1/Tidyman's parking lot for the committee. They are proposing demolition and drainage work and
Turner said they will be removing and replacing asphalt, pouring curb and moving some of the inlets.
Sorensen said they don't have a final lighting plan but they are relocating some of the lights and will
remove and relocate some of the trees. One of the major changes for the parking lot is it won't have
the road going all the way to the building like the current site does. Diehl said this change causes
problems for emergency vehicle access and turnaround. Jentz said they encouraged them not to make
that road change and to have a sidewalk from 1st Avenue East to the building. There was lengthy
discussion regarding their proposal for at grade sidewalk for ease of snow removal. Burnham said
Public Works believes an elevated sidewalk from 1st Avenue East to the building should be required.
Parks had no issues; Sorensen noted the handicapped parking spaces should be spread out more;
Turner said Public Works will request water quality treatments; and it was agreed that TD & H
should contact Public Works and Fire before the next meeting to discuss these issues.
PLANNING OFFICE ITEMS:
Conrad noted the city is expecting a submittal for a PUD on the corner of Northridge Drive and
Highway 93 North near Cornerstone Church. The preliminary plat was waived to create a one
acre lot and they anticipate a branch of Valley Bank will be constructed there at the intersection.
Willow Creek: Turner plans to bring back revisions to the Willow Creek PUD which the committee
will see in the next few weeks.
OTHER REPORTS: Hubert Turner's Mini Storage — Stillwater Road: Diehl said he
reviewed this proposal with Turner and the Fire Department will require on -site water for the mini
storage business. Planning staff also indicated water on -site will be required. There was discussion
on whether the purchase of a water tender by the Fire Department and if that equipment would
eliminate the need for on -site water in this case and Diehl said no.
WalMart: It was anticipated that WalMart was going to be discussed and Sorensen said they are
currently working with Architectural Review and the city could see the project come in within the
next few months. At the Architectural Review Meeting this week the committee did discuss some
of the access concerns with their representatives.
Bonding for subdivisions: Jentz noted there will be a council work session to address SIA's and
bonding for commercial subdivisions. He noted for residential subdivisions the city has required
2/3rds of the work be completed before bonding could be approved. However, State law provides
for 100% bonding for commercial subdivisions which staff has been consistently enforcing.
Mountain Vista Estates Phase III: Jentz asked if the work in the SIA has been completed for
Mountain Vista Estates Phase III and Johnson noted they will check the site and get back to
planning.
The Site Review Committee will meet at 10:00 a.m. on Wednesday, November 26th due to
the Thanksgiving Holiday.
