Approval of Minutes: Carol moved to approve the October 28 minutes; John seconded.
Approved 7-0.
Old Business: None
New Business:
Econolodge — 1680 Hwy 93 S; freestanding sign. Replacing vinyl face on one panel.
Less than 50%, so grandfather status is maintained (50% is cumulative, so it will impact
future changes). Russ moved to approve; John seconded. Approved 7-0.
Super 8 — 1341 lgt Ave E; freestanding and wall signs. The freestanding sign is existing
and will change the upper panes (less than 50%/will be applied cumulatively). Yellow
color didn't look very good. Need to balance that with corporate identity. Bill moved to
approve with the recommendation that they either tone down the yellow or find an
alternative color for the background. Approved 7-0.
O'Reilly Auto — modifications to freestanding sign. Using existing framework. Wall sign
changes too. Bill moved to approve; Janet seconded. Approved 7-0.
Walmart — Hutton Ranch. They brought in the updated plans based on the preliminary
review. They are now looking for an approval. Some discussion regarding site access.
They have modified the drive aisles in a few locations. They do not want to flip the store
layout because they want the parking to be centered around the grocery component.
Landscaping will include Austrian pines in the NE area. They are avoiding evergreens in
the parking lot due to various concerns, but will use them in corners and away from
parking spaces. Most of the east and south sides use dogwood. The bump out along the
east property boundary is for temporary cardboard, etc. storage. The committee felt that
they should add some kind of additional screening for that area. Truck loading docks will
be screened with 10 ft high walls. They brought actual color samples (they are going
away from the "livelier" colors shown at the last meeting). Added a stand-alone wall to
provide screening of the garden area/drive-through pick up area. The rear is broken up
with colors and a sawtooth design.
The committee had the following general comments:
The west (front) face was very good, however there was one suggestion:
Extend a decorative beam over the drive through section of the garden
center to architecturally connect the new most northerly wall (which runs
east -west) with the rest of the garden wall structure as the northerly garden
wall structure appears to be floating.
The north wall was agreed to be one of the most critical views because of the
presence of the future arterial road to be constructed there.
The garden wall fence and columns were good but the easterly 200 feet is a
blank wall.
Do some screening of the tire and battery storage doors.
It was also suggested to do one or a combination of the following:
Incorporate some color variation or block/stone variation to add
interest to this 200 foot stretch of wall.
Another approach would be to add landscaping (evergreen trees)
along this portion of the wall much like what Costco did along the
south wall of their building.
Another approach would be to incorporate a row of evergreen trees
in one of the east -west planters out in the parking lot in front of this
wall to break up the wall with color.
The east (rear) wall also raised some concerns as is faced college property.
The committee talked about lining up the entrance road with the main architectural
feature of the building which would require the parking lot or the building to shift
slightly. It was agreed that this probably would not work. Wal-mart reps
indicated that the road would line up with the Tree and flag and this would create a
focal point.
Wal-mart also agreed to bring some perspective drawings of the northeast corner
and east side and south west side to better show the architecture they are
proposing to help ease the committee's concerns.
Committee felt that the east (rear) and the north sides should be improved, perhaps with
some rock and the use of darker colors. Most of the front looks good, and the colors look
good. The left and right edges of the front could be improved a bit. They could consider
an architecturally undulating screen wall. John moved to table; Russ seconded. Motion to
table passed 7-0.
Other Discussion: Possibly reschedule December meetings. The committee agreed that they
would try to meet whenever the Wal-Mart Team was ready to go. Keep Dec 9 open for now.
