Performance Bond Reminders: Johnson noted that Jeff Langdon met with the Parks
Department regarding street trees and to discuss irrigation issues for Stillwater Bluffs. Deb Deist
has asked if the bond could be released.

PLANNING OFFICE ITEMS: None.
Willow Creek Subdivision Redesign: Hubert Turner requested that the committee review a
redesign of the Willow Creek Subdivision that includes the rerouting of Willow Creek Drive, the main
collector road originally approved and create 2 major collector roads on the east and west side of
the subdivision with the 2 accesses onto Foys Lake Road at different locations. Turner said they
have stayed within the PUD for lot sizes, parkland and open space.
After lengthy discussion the committee made the following recommendations:
• A major collector road from Foys Lake Road to Highway 2 West needs to remain a part of
the Willow Creek Subdivision
• Lots shouldn't directly access onto the collector road and should be accessed by alleys or side
streets
• The collector road could either be designed on the east side of the subdivision to serve as an
additional buffer for the east side bypass noise berm or consider developing a collector road
on the west side creating a parkway along Ashley Creek
• Staff generally concluded they would consider either design
• The changes would require a significant redesign of the subdivision and most likely would
require planning board review and council approval.
Mr. Turner asked if this could be scheduled on next week's agenda and Conrad said yes.
Rails to Trails Fence Request: Conrad reported he received a letter from the Parks Department
which was a request from Rails to Trails to put a fence where the Meridian Bike Trail meets the
sidewalk along Meridian Road. The fence would prevent people on bikes from crossing the sidewalk
and running into traffic on Meridian Road. The request is for a 10 foot fence that Mild Fence
Company is donating. The committee decided the following:
• Mild Fence Company would have to apply for an Excavation & Demolition Permit, for work
within the R/W through the Public Works Department.
• The fence will be wrought iron with a smooth top but no higher than 4 feet.
• The fence must be located 2 feet from the sidewalk and include wings on each side with
reflectors to make the fence visible to the public using the sidewalk.
Madsen's 7t" Avenue Subdivision: Conrad said Ken Madsen had contacted him regarding this 3 lot
subdivision that was submitted for final plat approval and asked whether he would be able to reduce
the number of lots to 2. The committee thought 2 lots was a better design because the flag lot would
be eliminated. Conrad added the boulevard street trees and sidewalk would still be required but the
parkland dedication would no longer apply. Conrad said he would notify Dr. Madsen with the
committee's findings.
Conrad mentioned the planning staff was currently working on a complete update of the zoning
regulations.
Bus Shelters: There was discussion regarding the bus shelters and Conrad said he took the
committee's comments from the last meeting and sent them to the city attorney and Jim Atkinson.
Jentz reported Chandler Communications said they could live with all of the conditions except the
non-profit commercial signage along the northern corridor. Conrad thought the condition was no
signage would be allowed in the shelters from Four Mile Drive north on Highway 93. Jentz said the
committee should discuss the shelters one last time and invite Jim Atkinson. Conrad said he would
schedule this item on the agenda for next week's meeting.
