RECE71VED July 31, 2008 2 0 0 8 A Ufl' - 4 P M 2: L 0 To: The Honorable Mayor Pamela Kennedy City of Kalispell, Mt. - -- fir¢ - From: William C. Bowser 3303 rd Ave W. # 215 Kalispell, Mt, 59901 Subject: Spate Parr Board. Ms. Mayor Kennedy; I would like to submit my application to become a Board member of the announced group formed to address the problems at the woodland Skateboard Park. I currently serve as Student Monitor at Flathead High School and as the Training Officer for the Flathead County Sheriffs Posse. I have extensive background in the fields of Law Enforcement and Broadcasting. I am enclosing a resume of any past experiences, to which I might add, that while a Police Officer for the City of Port Orange, Florida, I had an opportunity to have a number of incidents with the Skate Park in that city. I believe I may have a unique and cost effective method of addressing some of the problems facing the Park at present and in the future. My interfacing with the students at Flathead high School has brought some of the problems to light and my contact with those students may lend to serving? Respectfully; William C. Bowser William C. I want to thank you for taking the time of go over my resume and objectives. References are either attached or available upon reques August 21, 2008 Mayor Kennedy I have not been informed as to what this letter should contain or even what format it should be in. I only know that this letter is my application to the committee for the advisory of the skateboard situation in Kalispell. I believe that I would be an integral member of the committee not only because of my involvement and knowledge in the skateboarding community but because I'm one of the only people I know of who are applying for the position that would approach it in an open manor and be willing to compromise with the city and law enforcement. I understand and believe that the police department not only has the best interests of the skateboarders and the community in mind but also can't be expected to take responsibility for everything that takes place and the skatepaxk. I started skateboarding at the age of 10 and have been involved in and am open to every aspect and genre of skateboarding. As a skateboarder drying to broaden and better the skating community I also commute to work on my boards quite often. Many people I have spoken to as well as my customers would like to see an amendment to the current skateboarding ordinance regarding this issue. One of the many ways we could do this would be to recognize skateboards as a legitimate means of transportation, as we do with bicycles. based on the reasons stated above combined with how my position at Wheaton9s.allows me direct feed back from the skateboarding community Y truly believe that I would be an excellent candidate for the Skateboard Park Advisory Committee. Patrick Brooks Deb Burfeind 220 Aspen Loop Kalispell, MT 59901 Mayor Pam Kennedy Box 1997 Kalispell, MT 59903 Dear Mayor Kennedy, I am very much interested in being considered for the Skateboard Committee currently being formed. I very much enjoy the age group that participates at the skate park and feel I bring experience and a number of perspectives to this venue. As a parent,, my two boys used to skate at the park when they were younger. One of my sons and my daughter work at Woodland Water Park and have shared their views with me. As a School Counselor at Kalispell Middle School I have the privilege of really getting to know this age group. My work as a counselor brings me into contact with many of the kids who just about live at the Skate Park. I have been wanting to reach out and work with the students through the Skate Park for awhile now. Besides my dedication and love of this group of kids, I also have very positive relationships with the kids as well as many of the agencies in town that also work with these kids (Law Enforcement, Child Protective Services, Parks and Rec, Big Brothers/big Sisters, Flathead Care, etc.). Thus, although T would participate as a private citizen on the committee., I believe my experience would help bring constructive ideas to the table. Thank you for considering me for this committee. Please do not hesitate to call if you have any questions. Our first I'Sk$ Hite" wehad 4 skaters come and since have had up to 70. We sponsored 8 skaters and starteda skate team. One year later we've performed many demonstrations in the area had. teachers from KNIS comment on how the grades of the skaters we've worked with are coming up and we're seeing fives changed. We've partnered with tie Boys & Girls Club of Glacier Country to host st the 1 Annual, 18 & Under, ill"Valley Skate Competition. At the present time we are continuing our work with the Boys & Girls Club by hosting "'Sk8 Hite" on Friday evenings as well as S u.'nday Sk8, Sunday afternoons. We are currently working towards an indoor space where we can be available to Kalispell's skate community throughout the winter months. We have also realized that we are becoming more a non-profit organization, than a forprofit corporation and we are making moves in that direction. As I stated before, the problems at the Woodland Skate Park cannot be solved with increased law enforcement alone. The problem's solution needs to be more relationally focused. Law enforcement has to play a part M the solution and can do so by building relationships with the skaters. Much of the problem has been blamed on the people loitering in the parking lot; however, they wouldn't be loitering there, selling drugs, if the skaters weren't a viable market, because, in fact, they are, we know most of the skaters who frequent the park, and I can assure you the skaters are not 100 % innocent. It would be my pleasure to sit on your advisory board to see if better solutions can be reached. However, unless KPD, the Parks & Rec Dept and the skaters are willing to give a little, nothing can be done to save the park and they might as well fill it in now. It will be interesting to see if all parties can come together to solve the issues that confront the city skate park. Sincerely, . D Carabin Co -Foy. der, Serious JuJu Skatewerks O'ge ous'u'uskateworks.cony. To whom it may concern, My name is Javier Saenz. I am 18 years old and have lived in Kalispell all my life. The reason I want to be on this panel is because I feel I could offer a non -bias opinion from a younger perspective. Opinions from all sides need to be taken into account to determine the most efficient and effective course of action. Most can agree that the skate park's primary attendees are not ones interested in the skill and talent of skateboarding now days, but are now rather using it as a hub for mischievous behavior. I feel that this is unacceptable and something needs to be done. The skate park is a privilege,,,, a nicety, not a necessity in Woodland Park. The rebels and troublemakers destroying the skate park with graffiti and trash do not understand this. The job of this panel is to reduce if not entirely eliminate the trash and vandalism and I believe my input will help the panel meet this goal.
