6. Unfinished Business:
Library Work Order — Work revised work order turned in to Chief Garner and he said it should
be going thru. Work order to date has not been completed yet. Rachel will check on this again
before the next meeting.
Postage Meter — See flyer from Pitney Bowes — These are now available thru Staples.- USPS
does not offer postage meters anymore they only refill them w/ postage. Discussion followed.
Moved to approve purchase or rental of a postage meter by Janet Clark, John Hinchey
Seconds.
Copy Machine — On its way out. Could go any time. Discussion followed. Rachel will look into
how much it would cost to service it as well as how much it would cost to get a new fax/copier
machine.
Problems with Quick books — Rachel has met w/Linda from Denning & Downey and gone over
the reports and what we need. Linda has our back up Zip files and is working on them now.
Contract needs to be signed. She did not think it would be too hard to correct so hopefully you
can accurate reports by July 1. Copies of contract given to board members to approve. KPC
was quoted $75 per hour and contract states $100. Board will get back with Rachel.
Spring landscaping Progress — 4 Seasons has already started spraying weeds but they have
not been removed or pulled and Central School landscaping at the edge of the lot has not
been done and is overgrown. Rachel tried to get a hold of Deborah and could not reach her on
the phone yesterday and the internet was down. Rachel will get a hold of her as soon as
possible and get this corrected.
Painting & Sweeping Progress— They have started painting need to work out the bugs on the
handicapped spaces in the Eagles Lot. Bid is going to be $400 higher due to number count of
spaces being off. Also I requested that they paint the curb stops for the handicapped spaces.
They are doing a good job. I did not realize they were subcontracted (Chaney Cook) under
Black Magic. Black Magic actually pays them to do it so there has been some miss
communication there. Also they have swept a portion of the lots and they will be finishing this
up as well as finishing up the painting. Discussion followed. It was agreed to put the
handicapped spaces in the Eagles lot back to the way they were with 4 spaces instead of two
with loading zones.
Ed Trippet Lease —
Several things need to be fixed and maintained in the Ed lot. Lease is coming up in August of
this year. Mark was going to talk to Ed about some of these. KPC wants to stay with the length
of the agreement 2 years.
Rachel brought up that customers keep putting Out of Order signs on the meters. Both Mr.
Trippet and KPC lose out on money this way because no one calls us to come fix it and we
don't know the meter is broke.
Rachel suggested stickers that say our address phone number and please do not put out order
signs on our machines if there is problems please contact the office and our phone number.
Discussion followed. The general public does not know who to notify. We need a better
solution for this. This was held over till next meeting.

Permit Policy, Permit Sign up, and Permit Renewal form — KPC Board Members looked over
forms that were e-mailed to them and Mark and Janet will get changes together and revisions
and will e-mail the changes so that we can finalize these forms and get the renewal process
started in July.
7. New Business:
Seniors playing bridge at Big Sky Manor — Letter from Helen Marshall regarding parking spaces
available to them on the street in front of Big Sky Manor being a 2 hour limit area. Helen is
requesting that the Kalispell Parking Commission allow the seniors to park there just on
Tuesdays until 4:30 p.m. Rachel will send a reply letter for now to Helen that for now there is
parking beyond the alley and to let her know that the board has discussed this issue and need
more time to cautiously consider the request and come up with a solution that works while not
affecting the whole downtown area.
Handicapped City Parking — Issues have come up with questions regarding handicapped
spaces and those with permits conforming to the City Code. KPC Office and parking attendant
follow City Code 17-82-5: Parking for Handicapped; Permit not an exception to
Parking Regulations. Janet did bring this up that maybe this needs to be changed but it will
have to go through City Council in for this to become more lenient toward handicapped
patrons.
