A BUDGET WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 6:00
PM ON MONDAY, MAY 14, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Finance Director Rick Wills, Planning Director Tom
Jentz, Interim Police Chief Wade Rademacher, Fire Chief Dave Dedman, Parks Director Chad
Fincher, and various additional staff members.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
Fiscal Year 2019 Budget Review — Part 1 -- General Fund Overview, Police
Department, Fire/EMS Department, Building/Planning Department, Community and
Economic Development Department, and Parks Department
Russell explained a new table in the budget that shows the health of the respective funds.
Russell then presented highlights of the various Departmental budgets, beginning with the General
Government Fund.
Russell and staff answered questions.
Russell detailed the fire department and emergency medical services budgets.
Dedman answered questions.
Russell then went over the police department budget and Rademacher answered questions.
Russell discussed the various public safety grants.
Wills, Dedman and Rademacher answered questions.
Russell described the building department budget.
Jentz answered questions.
Russell discussed the planning department's budget.
Jentz answered questions regarding lot availability in the city.

Russell then described possible capital outlay projects for city facilities and the possibility of getting
iPads for the planning board.
Russell then detailed community development's budget.
Various community development funds were then discussed and Thompson and Wills answered
questions.
Thompson then brought council up to date on Old School Station, the TIGER Grant and Rail Park
activity.
Various grants and TIF Districts were discussed.
Russell then presented the various park budgets and Fincher answered questions.
There was further discussion and Russell answered various additional questions.

The work session was adjourned at 8:16 p.m. and was reconvened at 6:00 p.m. on Tuesday, May 15,
2018.

GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE
WATERMAN WERE PRESENT.
Also present: City Manager Doug Russell, Finance Director Rick Wills, Information Technology
Director Erika Billiet, Public Works Director Susie Turner, and Budget Resource Manager Terri
Loudermilk.

Fiscal Year 2019 Budget Review -- Part 2 — Information Technology and Public Works
Russell began the information technology budget discussion by congratulating Billiet for her work on
the new website, noting that some departments are already using the new logo.
Russell detailed the IT budget, which consists of multiple components, and said there is a possibility
for an additional contract employee in the future and having some departments take over their own
software programs.
There was discussion and Billiet answered questions.
Russell turned the discussion over to Turner, who presented a PowerPoint regarding each section of
public works' budget.
Turner then described public works' upcoming projects and answered questions.
Turner, Loudermilk and Wills answered additional questions.
There was discussion.
Russell and council commended Turner for the thorough presentation.
