SUBJECT: Recommendation for Engineering Consultant
— Grandview Lift Station Rebuild
MEETING: May 21, 2018
BACKGROUND: The Grandview Lift Station (LS #3) was originally constructed in 1970 to
serve Park View Terrace Subdivision with a peak flow of approximately 150 gpm. The wet well
is approximately 30 feet deep and receives flow from Park View Terrace through a 10-inch
gravity main from the southeast.
In 1990, the service area was expanded to serve areas to the north and southwest. Additional
storage needs were met through the installation of a 1,500-gallon septic tank to the north of the
wet well.
In 2007, the force main leaving the lift station was upgraded from a 6-inch AC line to a 10-inch
HDPE line.
In 2009, the lift station pumps were replaced with two Cornell pumps with 12-inch impellers.
The upgrade also included the installation of Variable Frequency Drives to adjust flows for more
efficient operation. The pumps were calculated to have a capacity of 1,009 gpm at a Total
Dynamic Head of 121-feet. Due to downstream capacity issues in Trunk Line A, MDEQ
required the maximum output to be 860 gpm.
Due in -part to the piece by piece build of the lift station throughout its service life, the lift station
has operational difficulties and the wet well needs to be upsized. Additionally, current conditions
of the pumps require replacement.
REQUIRED SERVICES: The services to be provided for this project include:
1. Sizing analysis for the lift station service area.
2. Siting analysis, including alternatives and recommendations for reconstruction.
3. Preliminary and final design.
4. Land survey / acquisition services (if necessary).
5. Bidding and negotiations.
6. Construction engineering services (if necessary)

RECOMMENDATION: A selection committee consisting of three Public Works staff
reviewed and scored the submitted Statements of Qualifications (SOQ). Submittals were
received from HDR, TD&H, Morrison and Maierle, and Robert Peccia and Associates (RPA).
After careful review and consideration of the selection committee, Robert Peccia and Associates
is recommended for selection as the preferred consultant based on their relevant experience,
company qualifications, contract understanding, approach to contract management, and other
applicable factors addressed in the SOQ.
ACTION REQUESTED: Motion to select Robert Peccia and Associates as the Professional
Consultant for the Grandview Lift Station Rebuild project.
FISCAL EFFECTS: Funds for the professional services are allocated in the FY 17 and 18
budgets from Sewer Fund — 954 — Grandview Lift Station Relocation and Upgrade.
ALTERNATIVES: As suggested by the City Council.
