A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, APRIL 23, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Public Works Director Susie Turner, and City Engineer
Keith Haskins.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Water Facility Plan Update
Russell explained this will be an overview because budget season is coming up and some of these
projects are in the new budget.
Turner introduced some of the staff of AE2 S who have been working on the update and presented an
overview of the draft Water Facility Plan update.
Lance Lehigh, Project Manager for AE2S, spoke regarding their use of water modeling software.
Turner continued with a presentation regarding different components of the system and detailed the
Risk Assessments that were carried out for the city's water main network.
Turner and AE2S staff answered questions.
There was discussion.
Mayor Johnson thanked Turner for the comprehensive summary.
Public Comment
Bob Merchant, 288 4th Avenue EN, commented regarding a possible property purchase in the Upper
Zone near Rose Crossing and Whitefish Stage by School District 5, which could effect water
priorities.

Brad Wright, 235 Arbour Drive East, commented regarding the Core Area and those properties
which have no water supply at all.
Mayor Johnson reminded everyone that this is a master planning document and not a design
document for the water system.
Turner remarked that this looks at the current system and existing demands, not at future demands.
CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell reminded council the Budget work sessions will be held on May 14, 15, and 16 and the
preliminary budget document should be out early next week; an EMS Subcommittee Work Session
will be held on April 3 Oth; staff took a phone call regarding the Core Area Preliminary Offering bond
earlier today; and the Airport transfer documents are almost complete.
Guiffrida remarked there will be a candidate forum held on May 2 at 6:00 pm in the council
chambers for the contested primary races.
