SUBJECT: Award Bid — Secondary Digester Covers and TWAS Storage Tank Rehabilitation Project
MEETING: May 7, 2018
BACKGROUND: The Secondary Digester Covers and TWAS Storage Tank Rehabilitation Project
involves the rehabilitation and coating application of the existing steel lids and tanks for two secondary
digesters and inside coating application for the TWAS tank. This project's construction schedule spans
two years in order to meet the operational requirements of taking one secondary digester out of service at
a time and the coatings application requirement for outside temperatures. The first phase of the
construction project will be performed in the summer of 2018 and the second phase will be completed in
the summer of 2019.
Bids for the Project were opened on Thursday, April 19, 2018. One responsive bid was received, and
reviewed for completeness by HDR Engineering. The bid result is as follows:

The contractor's cost to complete the project exceeds the engineers cost estimate of $1,332,190 by
$172,710. Differences between the engineer's estimate and contractor's bid include costs for task
certifications and coatings applications. References for Syblon Reid Contractors were contacted and
interviewed by HDR Engineering. Syblon Reid Contractors was determined to be a responsive and
responsible contractor successfully completing similar projects.
STAFF RECOMMENDATION: Award the bid for the Secondary Digester Covers and TWAS Storage
Tank Rehabilitation Project to Syblon Reid Contractors.
ACTION REQUESTED: Motion to award the Secondary Digester Covers and TWAS Storage Tank
Rehabilitation Project to Syblon Reid Contractors.
FISCAL EFFECTS: The Secondary Digester Covers and TWAS Storage Tank Rehabilitation Project is
funded through the Sewer -Wastewater Treatment Plant Fund. The FY 17/18 budget for this project in
Line Item 934-Secondary Digester Lids Replacement was $902,702, which included the costs associated
with the inspection, design, construction, and construction engineering. The line item amount will need to
be administratively adjusted by $796,679 to reflect the construction bid cost received for this multi -year
project. There are sufficient funds within the Sewer Fund 5310 to cover the budget adjustment.
ALTERNATIVES: As suggested and approved by the City Council.

Reid Construction, Inc. in the amount of $1,504,900.00
