RE: Annual Board and Committee Appointments
Staggered terms on the various City of Kalispell citizen advisory boards and committees will
expire April 30, 2018. Several boards also have ongoing vacancies. Notice of board openings was
provided to the public through the city website, social and press media outlets. All applicants,
whether reapplying or new, were asked to fill out an, online, fillable application form.
The Mayor, with the consent and advice of the Council shall make board appointments. Please see
the following board list, with hyperlinks to each board's webpage. Please refer to the webpage for
descriptions regarding the purpose, membership requirements and term lengths of the individual
boards, and their current board members. Membership requirements have been verified for all
applicants. Staff will continue to recruit and accept applications throughout the year for all boards
and committees who have ongoing vacancies or positions that are not appointed by the Mayor at
this time.

RECOMMENDATION: Mayor Johnson offer recommendations for appointments to all of the
boards listed above, followed by a member of the council making one motion to accept the

to the Planning Board.
ALTERNATIVES: Mayor Johnson offer recommendations for each board separately, followed
by individual council motions to accept the recommendation and confirm the appointments. If the
Mayor's recommendation is rejected by the majority of council, "the Mayor shall entertain a
motion from any other council member recommending another applicant for the position..."
(Ordinance 1733).

As a large employer in downtown Kalispell, parking is a huge issue. We employ approx.
50 individuals whom have to move their cars every two hours. We calculated $86,000 per
year in lost work time due to this issue. In addition, many of our staff park in the "free lot"
behind the VFW and the walk over to CAPNM is often very icy. I have a vested interest.

Engineers assisting with signs and municipal parking code compliance.

I have a master's level education in urban and regional planning from Eastern
Washington University and have been a practicing and consulting planner to numerous
small towns across the Pacific Northwest. At one time I was the manager of a State Main

with guests and residents regularly and interact with City staff well. I approach all issues
from an open mind and greatly value citizen input when formulating city policy and
decisions.

Please accept this letter of interest and accompanying application for the Police Commission opening
with the City of Kalispell. I am interested in serving on the Police'Commission because I had the great
honor of working for the Kalispell Police Department for over eight years. I believe my employment
experience would provide a unique insight and be helpful to a board which serves in an advisory
capacity for law enforcement.
During the time that I was with the Kalispell Police Department, I had many roles that required me to
work closely with officers and Administration. I was initially hired as a 911 Operator/Dispatcher and
attended training at the Montana Law Enforcement Academy. When the county combined dispatch
agencies, I stayed on at the Kalispell Police Department to serve as a Tactical Dispatcher for the Special
Response Team and Terminal Agency Coordinator in charge of record keeping for national criminal
databases such as NCIC and CJIN. This role required meticulous detail and resulted in a near perfect
audit for the department in 2012. In addition, I worked as a Patrol Administrative Assistant registering
sexual and violent offenders, reviewing citations/reports, providing fingerprinting services and assisted
with evidence processing.
Dispatch and records personnel are a silent support system to officers and Administration. They are not
typically recognized by the public and only the law enforcement officers they work alongside have a true
understanding and appreciation for their role in public safety. I feel that my reputation with law
enforcement is solid. I am known for being diligent, fair, trustworthy and a strong advocate for officer
safety. I have worked alongside officers in a close capacity on all shifts and during my tenure was
awarded several letters of commendation, the Montana Association Chiefs of Police 2007 Citizen of the
Year award and Meritorious Service Medal for dispatching an officer involved shooting.
As a dispatcher it is our job to arm the officers with as much information as they need to perform a
difficult job to the highest level of public service. No one officer is more important than the other. I am
passionate about advocating for law enforcement and have a deep respect and appreciation of the
sacrifices they make. I have reviewed reports for them, assisted with research on investigations,
testified on their behalf in court cases and advocated for them publicly before the City Council. I have
been honored to attend their badge ceremonies, weddings and funerals.
In 2013, 1 had to leave my position because of a medical issue with my vision which has since stabilized.
While I will no longer be able to return to law enforcement as an employee, I believe my unique
knowledge and experience would be considered as valuable and an asset to the Police Commission. If
chosen, I would be honored to serve in this role.
