SUBJECT: 2018 Milling and Paving Bid Award
MEETING: April 16, 2018
BACKGROUND: Public Works will be utilizing contractors to support mill and paving projects
through the City, partially due to an increase in revenue from the Bridge and Road Safety and
Accountability Act (BaRSAA — H13473). The 2018 Milling and Paving bid provides
competitively bid contractor unit prices for milling and overlay maintenance projects.
Based on budgeted and available funds, the Public Works Department will use the contractor
unit bid prices to develop and issue Work Orders for work to be completed by the selected
contractor.
Bids were received and opened on April 11, 2018 at 10:00 am. Bid bonds and references were
examined. Responsive Bidders were: Knife River Corporation and LHC, Inc.
To evaluate the bids, unit prices were compared using scenarios based on a potential mill and
pavement project. LHC was determined to have the most cost effective bid in every scenario
examined.
STAFF RECOMMENDATIONS:
Award the contract for the 2018 Milling and Paving project to LHC, Inc.
FISCAL EFFECTS:
Work orders for the 2018 Milling and Paving project are budgeted and will be funded through
the following sources:
1. Special Street Maintenance Fund: "Pavement Repairs — Pavement Maintenance" line
item (2500-421-430244-354).
2. BaRSAA Fund: "Pavement Maintenance" line item (2421-421-430240-354)
3. Gas Tax Fund: "Overlay and Chip Seals" line item (2420-421-430240-368)
ALTERNATIVES:
As suggested and approved by the City Council.

1. Milling machine is 7' wide. Milling would be one pass on each side of street to build crown. Tapered mill is 2" at curb and 0" at 7' from curb (measured as 1" depth for
item).
2. Full depth mill would be 2" deep for full width.
3. Tonnage is based off of estimated installed unit weight of 145 lb/cf. Pre -level is estimated at 15% of total tonnage.
