SUBJECT: Bid Award for the 91h Ave W Water Distribution Improvement Project
MEETING: April 16, 2018
BACKGROUND:
The 9th Ave W Water Distribution Improvement Project is a planned Capital Improvement
Project which will replace approximately 729 feet of 6-inch cast iron pipe mains with 8 inch
PVC water main in 9th Avenue West between 61h Street West and 8th Street West. The project
includes water main, fire hydrants, water valves, water services, water meter pits and asphalt
restoration.
Bids were received and opened on April 5, 2018 at 2:45 pm. Five responsive bids were received
from local contractors.

References for NCC Neumann Construction Co. were contacted and interviewed. NCC
Neumann Construction Co. was determined to be a responsible contractor successfully
completing projects of similar size and scope in Northwest Montana.
STAFF RECOMMENDATIONS:
Award the bid for the 9th Ave W Water Distribution Improvement Project to NCC Neumann
Construction Company in the amount of $227,730.70.
FISCAL EFFECTS:
The total project construction cost will be funded by the water fund. Line item 5210-447-
430550-962 (9th Ave W) has adequate funds for the completion of this project with a current
balance of $624,333. The remaining funds in this line item are slated for water main
improvements that will be installed during the West Side Interceptor Project.
