Secondary Digester Covers and Tank Rehab Advertisement for BidsSECTION 00 11 13 ADVERTISEMENT FOR BIDS RECEIPT OF BIDS The City of Kalispell, Montana will receive sealed bids for the construction of the Secondary Digester Covers and TWAS Storage Tank Rehabilitation project. The City will be only accepting online electronic bids through QuestCDN. Electronic plan download and electronic bidding can be completed through QuestCDN for a fee of $20.00. To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement. For electronic bids, scans of required electronic bid documents will be accepted. Bids will be received by QuestCDN until 3:00 P.M. local time on Friday, April 6, 2018. All bids will be publicly opened and read aloud in the First Floor Conference Room of City Hall, 201 1" Avenue East, Kalispell, Montana. GENERAL DESCRIPTION OF WORK The contract includes, but is not limited to, the furnishing of the labor, materials, and equipment for the following work: 1. Rehabilitation of two (2) secondary digester covers. The anaerobic digesters are 50-foot diameter, partially buried, reinforced concrete tanks with floating steel covers. This contract will repair the cover coatings and appurtenances. 2. Replacement of biogas piping and pressure/vacuum relief valve with flame arrestor assemblies. 3. Repair of thickened waste activated sludge (TWAS) storage tank coatings and appurtenances. The tank is a 40-foot diameter, partially buried, reinforced concrete tank with a fixed cover. Bidders need to be aware that construction activities for Secondary Digester No. 1 and the TWAS Storage Tank are planned for the summer of 2018 under Milestone 1 and construction activities for Secondary Digester No. 2 will occur during the summer of 2019 under Milestone 2. Together with related subsidiary work and incidental work in accordance with the contract documents. Bidders need to be aware that some of the work is located in an area that is included in the following: Per NFPA 820 - "NFPA Standard for Fire Protection in Wastewater Treatment and Collection Facilities," for active digesters and active digested sludge holding tanks: 1. An area 10 feet above the highest point of cover and 5 feet from any wall is classified as Class I Division 1, Group D. 2. An envelope 15 feet above Class I Division 1, Group D cover area and 5 feet beyond the Class I Division 1, Group D area is classified as Class I Division 2, Group D. Bidders need to also be aware that the Kalispell Municipal Airport operates immediately to the north and east of the project site. Depending on the construction methods and equipment utilized for the project, special coordination with airport operations may be required by Airport management or the FAA. 1. The Contractor shall submit for approval by the Engineer and Owner any operating plans or other special requirements required by the Airport or FAA. 2. The Contractor is to include in the project bid price the cost associated with any special requirements necessitated by operation by the Airport. 10030397 City of Kalispell Secondary Digester Covers and TWAS Storage Tank Rehabilitation - ADVERTISEMENT FOR BIDS 001113-1 PROJECT FINANCING The City of Kalispell "Secondary Digester Covers and TWAS Storage Tank Rehabilitation" project is a project funded by the City of Kalispell. Bidders must meet all of the requirements of the appropriate State agencies, as indicated in the specifications. The successful bidder will be required to abide by Federal and State laws, particularly Section 18-2-401 et seq., M.C.A. (Montana Prevailing Wage Rates). The successful bidder will be assessed the Montana Contractor's withholding tax. TYPE OF BID The purpose of this project is to address specific treatment and operations limitations identified at the Kalispell Advanced Wastewater Treatment Plant. It is the intent of the Owner to award a Contract to the lowest responsive, responsible bidder on the basis of the total price of the bid. No bid shall be withdrawn after the opening of bids without the consent of the City Council for a period of sixty (60) days after the scheduled time of receiving the bids. PRE -BID CONFERENCE A pre -bid conference will be held as described in Specification Section 00 21 13 - INSTRUCTIONS TO BIDDERS. CONTRACT TIME The Contract Time is defined in Section 00 72 13 - STANDARD GENERAL CONDITIONS OF THE CONSTRUCTION CONTRACT, and specified in Specification Section 00 52 13 - AGREEMENT.
