OLD BUSINESS:
DNRC / DEQ — Spring Prairie; new office building — Still going forward on the plat. Need to
resolve the issue with water rights. Steve Lorch from DNRC would like to do an SID to
cover round -about costs. Frank said no. Sent the architect a letter in terms of the site and to
keep working with the Fire Department. They have their water flow information. Grading
and drainage with Public Works. Light fixture — we needed to have the plat done. Status
quo.
Spring Creek Apartments —10 Appleway Dr; new apartments — behind the Hampton Inn —
PJ sent them a letter. Getting close on the flood plain permit. Gave us a copy of their 310
permit. They made an error on their setbacks. They are going to lose three units to the north
of the four southerly units that are parallel to Appleway Drive. City is negotiating to get a 20'
easement to redirect the water flow from Spring Creek at the north east corner of the
property. Flood plain issues were discussed. They also need to clarify some things with the
carports. If they try to get a C of O and there is no landscaping, they will need a bond. Eagle
Transit does not need a bus turn out area, but may need a stop area in the future. The
sidewalk that is offset near the fire hydrant near the southwest corner of the property is
encroaching off of the right-of-way onto the public right-of-way. They need to talk with Paul
about the bike path. We need the revised drainage plans from Billmayer. Revised plans
should be in shortly.

OTHER REPORTS:
Pre -Application — On Highway 2 just west of town, existing warehouse on property. Bring
into the City. This would be a subdivision, making four units on the south end. Highway
Department is building a frontage road. Will keep the warehouse. They will have to extend
the water and sewer out to this site. The road is in excess of 150' in length. This will be a
public road and will have to have a cul-de-sac or modified hammerhead. The extension ofthe
water and sewer may be a problem. Entrance corridor. May be a B-2 and south end will be
I-1. Recommend they make the lots longer and deeper. Maybe request a frontage road to be
paid by each lot owner for the future.
