Chairman Rold called the meeting to order and welcomed the Board, Mike Brodie and City Staff.

TIF &TEDD UPDATES
WGM Group was selected and approved for the South Kalispell Traffic Impact Study Project. WGM Group
demonstrated their understanding of the larger vision of this project for the Kalispell community and will
begin contract negations with the City this week. WGM Group looks forward to working with the Urban
Renewal Agency Board, City Council, City Staff and the Kalispell community and is confident that this project
can be completed within the anticipated timeline.
Northwest Drywall will begin work on their new location in Glacier Rail Park and will provide the city
documentation of expenses to be reimbursed with Westside TIF funding per the agreement signed last year.
City staff and Husky Partners LLC are working finalized and sign the developer's agreement for the Husky
Street apartment project.
Old School Station lots are on the market and the City continues to meet with potential developers,
highlighting the area's SID/TIF amenities.
The Request for Qualifications (RFQ) for design consultants for the Kalispell Trail and Complete Street TIGER
Project. Statements of Qualifications (SCQs) will be due February 22, 2018 and a pre -submittal conference will
be held February 8, 2018. The full RFQ can be found on the following webpage:

David Girardot was selected as the Urban Renewal Agency Board representative for the Kalispell Trail Crew, a
committee to assist in developing a vision for the Kalispell Trail. This group will provide perspective on the
development and design of the trail and serve as ambassadors in the community from concept through
construction of the Kalispell Trail.
The Downtown Plan was approved by City Council in December. City staff will begin work on creating a
downtown tax increment financing district as outlined in the plan:

BROWNFIELDS PROGRAM UPDATES
CHS and FCEDA continue to work on the final agreement for relocation to Glacier Rail Park. When the final
agreement is signed the City will move forward with brownfields work on the three CHS sites.
Katharine presented at the 2017 National Brownfields Conference in Pittsburgh on the TIGER Project and the
Kalispell Grain Elevator site.
Tom will be presenting January 315T during a nationally broadcast Community Builders webinar titled From
Brownfields to Thriving Downtown, he will be speaking about the Core Area/TIGER Project.
TIGER/KALISPELL CORE & RAIL REDEVELOPMENT PROJECT UPDATE
Work continues scheduled at Glacier Rail Park and is slated to be finished November of this year.
