Tree Removal Invitation for Quotes12/12/2014 To Whom It May Concern: The City of Kalispell, Parks and Recreation Department is seeking formal quotes for the removal of approximately 24 boulevard trees throughout Kalispell. These trees vary in size from 16" — 38" in DBH with an average DBH of 23". Due to the technical nature of the work around houses, streets, sidewalks, and citizens, experienced and knowledgeable contractors shall be Certified Arborists through the International Society of Arborists. In addition, a Certified Arborist must be on site while work is being completed. The Certified Arborist on site shall have over 5 years' experience in the field of tree work and pruning. In the advent that no Certified Arborist submits a removal quote noncertified Arborists will be considered. Scope of Work Contactor agrees to furnish all labor, equipment, supervision, expertise and cleanup necessary for tree removal outlined in this quote. All of the trees to be removed are in high use areas. Special care should be taken to protect pedestrians who may wander into or close to the work area. Having a grounds person on site to control the work zone is highly recommended. Work shall be done with all reasonable care to protect other trees, grounds, irrigation, curbs, sidewalks, utilities, on or adjacent to work site. Any damage to property as a result of the contractor's operations shall be the responsibility of the contactor. The contractor should report immediately in writing to the Parks Superintendent that an incident has occurred. Stump grinding is not required. Stumps shall be left no higher than 3" above ground. The contractor shall maintain site superintendence at all times during tree removal operations. The contractor shall so conduct the operations as to cause the least possible obstruction and inconvenience to public traffic. Unless other existing streets are stipulated to be used as detours, all traffic shall be permitted to pass through the work site. • Notification of Abutting Property Owner. The Contractor shall notify the abutting property owner at least 48 hours in advance of commencing tree removal work. • Twenty four (24) public trees are to be removed in conjunction with this project. • Trees shall be removed in a professional manner. Care shall be taken to avoid damage to adjacent trees, landscaping and hardscape improvements. Cut stumps shall be left no higher than 3" above the ground. • Should the contractor damage an adjacent tree or infrastructure during removal operations, the Contractor will be responsible for all costs incurred to correct the damage. Waste Disposal Disposal of organic waste generated by work described within is the responsibility of the contractor. No waste shall be left on the work site overnight unless prior arrangements are made with the Parks Superintendent and proper safety actions are taken to identify the hazard if left on public property. All wood should be properly disposed of as to not increase chance of spread of the Dutch Elm Disease. Wood should be buried, burned, processed or chipped prior to April 15, 2015. All wood greater than 8" in DBH shall be taken to Flathead High School woodshop. Safety Standards All equipment to be used and all work to be performed must be in full compliance with the most current revision of the American National Standards Institute Standard Z-133.1- 1988, or as amended. • Blocking of public streets will require the Contractor to obtain a Right -of -Way permit from Public Works prior to beginning work. • The Contractor shall provide adequate barricades, flagmen, ground men, signs and/or public safety warning devices during the performance of the Agreement to protect and control motorist, and pedestrians. The "Manual of Uniform Traffic Control Devices" by the Federal Highway Administration shall be adhered to. Damage or Loss of Contractor's Supplies or Employee's Property The City does not assume any liability from fire, theft, accident or any other cause resulting in damage or loss of the contractor's supplies, materials or equipment, or of personal property or belongings of his employees Property Damage Any private property or City property damaged or altered in any way during the performance of the work under this contract shall be reported promptly to the Parks Superintendent and shall be rectified in an approved manner back to its former condition, prior to damage, at the contractor's expense within five (5) calendar days of occurrence. Damage to private property shall be repaired using like methods and materials. Damage to City property will be repaired in accordance with all city standards and specifications. Any damage noted, or seen, by the contractor that has occurred by any means other than during the performance of the contractor's work, whether by vandalism or any other means shall be promptly reported to the Parks Superintendent. Particularly, all hazardous conditions shall be reported. Time of Pruning All trees shall be removed before March 31, 2015. Failure to complete all work by the due date will constitute a $200.00 per day penalty. Penalty will be taken into account as part of final bill. If uncontrollable circumstances exist the Parks Superintendent may grant an extension as need be. Staging may begin after 7:00 a.m. but chainsaw and chipper operation may not be commence until 8:00 a.m. Monday — Friday. Work may occur over weekends but may not begin until 9:00 a.m. and conclude by 6:00 p.m. Formal Quotes • Provide formal quotes to the Kalispell Park and Recreation Department on company letterhead. • Quote shall be provided for the removal of all the trees as a whole. No award shall exceed $24,000.00. • In addition please give a daily rate if funding is available to do additional work. • Please provide a list of equipment which will be used to complete this project separating what is owned verses what equipment will be rented. • Proof of insurance meeting the City of Kalispell's requirements and ISA Arborist Certification is required. • The company selected will be required to carry Commercial General Liability insurance issued by a reliable company or companies for personal injury and property damage, in an amount not less than $750,000 per claim, and in an amount not less than $1.5 million per occurrence and naming the City as an additional insured. • Please provide plan for treatment of diseased elm wood as part of quote. • Written quotes must be submitted by 5pm January 12, 2015. Misc • Montana prevailing wage rates shall not apply as award shall not exceed $24,000.00. • Contactor will be responsible for completing Department work orders for each tree completed and will be required to submit to the Parks Superintendent on weekly basis. • The Kalispell Parks Department reserves the right to add to or to take away trees based on funds available for this project and quotes received. • In addition to maps provided trees will be flagged with orange ribbon approximately seven feet from the ground prior to work beginning. • A pre -bid meeting will occur on January 3, 2015 from 10:00am- 11:00a, at the Parks Recreation building to answer any questions you might have. The project will be awarded following the signing of the contract by the contractor, and City officials. Anticipated start date is February 1, 2015.
