Stillwater River Bank Stabilization Invitation to BidINVITATION TO BID RECEIPT OF BIDS: Sealed bids will be received at the office of the City Clerk, 201 First Avenue East, Kalispell, Montana, 59901, until 2:30 p.m. local time on January 17'', 2012, and will then be opened and publicly read in the City Hall Conference Room for the furnishing of all labor, equipment and materials for the construction of the Stillwater River Bank Stabilization Project. SITE AND DESCRIPTION OF WORK: The project includes providing bank stabilization construction services for repairing approximately 750 linear feet of bank of the Stillwater River along the Buffalo Hills Golf Course in Kalispell, MT. The stabilization is a combination of rock rip rap armoring and softer vegetated fabric wrapped soil lifts. In addition, the stabilization measures will be final graded, seeded with riparian grasses, and planted with woody riparian bushes. Portions of asphalt golf cart path will be replaced as part of several specific project sites. PROJECT FINANCING: The Stillwater Bank Stabilization Project is funded by the City of Kalispell, State of Montana, and the Federal Emergency Management Agency (FEMA), and is subject to all applicable regulations as indicated within the specifications. COMPLETION OF WORK: All work must be substantially complete by April 1, 2012. OBTAINING CONTRACT DOCUMENTS: The contract documents consisting of Drawings and a Project Manual may be examined or obtained from the City of Kalispell Planning Department, 201 First Avenue East, Kalispell, MT, 59901. Copies of half-size sets of Drawings and Project Manual may be obtained upon paying a non-refundable fee of $35.00 each. Full-size drawings are not available for bidding. BID SECURITY: Each bid shall be accompanied by bid security made payable to the City of Kalispell in an amount of ten percent (10%) of the bidder's maximum bid price and in the form of cash, a cashier's check, certified check, or bank money order drawn and issued by a national banking association located in Montana or by any banking corporation incorporated under the laws of Montana; or a bid bond (on form attached if a form is prescribed) issued by a surety authorized to do business in Montana meeting the requirements of the general conditions. The bid security shall identify the same firm as is noted on the bid proposal forms. The bid bond shall act as a guarantee that the bidder, if his bid is accepted, will promptly execute the contract, secure payment of worker's compensation insurance, and furnish a satisfactory faithful performance bond in the amount of 100 percent of the contract price and a payment bond in the amount of 100 percent of the contract price. CONTRACTOR'S REGISTRATION: Montana law requires all contractors to register with the Department of Labor. Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect Ave., Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by the contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by law. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, ancestry, color, physical or mental disability, religion, national origin, sex, age, marital status, creed, ex -offender status, physical condition, political belief, public assistance status, sexual orientation, gender identity or expression, except where these criteria are reasonable bona fide occupational qualifications. BIDS TO REMAIN OPEN: No bid shall be withdrawn after the opening of bids without the consent of the City Council for a period of 60 calendar days after the scheduled time of receiving the bids. PROPOSALS: Proposals must be sealed and marked "Stillwater River Bank Stabilization Project, opening January 17'', 2012" and marked "Sealed Bid" with CONTRACTOR's name, address, and Montana Contractors Registration Number, and be addressed to the City Clerk, P.O. Box 1997, Kalispell, Montana, 59903-1997. No facsimile bids will be accepted. WAGE RATES: CONTRACTOR shall not pay less than the latest Montana Prevailing Wage Rates. A copy of applicable wage rates is included within the Project Manual. PRE -BID CONFERENCE: Prospective bidders are encouraged to attend a pre -bid conference. The pre -bid conference will be conducted jointly by the City and Engineer on January 5th, 2012 at 2:00 p.m. at the Buffalo Hills Golf Course Clubhouse,1176 N. Main Street, Kalispell, Montana 59901. PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the engineer. It shall be understood, however, that no specification interpretation will be made by telephone, nor will any "or equal" products be considered for approval prior to award of contract. OWNER'S RIGHTS RESERVED: The City reserves the right to reject any or all bids, to waive any informality in a bid, or to accept the lowest responsive and responsible bid and bidder, and to make awards in the interest of City.
