For Professional Engineering Services to the Kalispell Public Works Department
SECTION 1 — PURPOSE
1.1 The City of Kalispell Public Works Department is accepting Statement of Qualifications
(SOQs) from qualified Consultants to provide engineering services for study, design and/or
construction administration for a variety of projects as discussed herein.
SECTION 2 — GENERAL INFORMATION
2.1 Pursuant to the authority granted to it under MCA 7-5-7301(2)(a)., the City of Kalispell seeks to
procure qualified professional service providers to provide professional engineering services to the
City of Kalispell.
2.2 The Public Works Department is accepting SOQs from firms wishing to be added to the list of
prequalified firms to perform projects involving several areas of expertise. The SOQ should
address the Consultant's capabilities for performing all aspects of the areas of expertise they are
requesting consideration for. Specific project selections will be based on the list of prequalified
firms determined by these SOQs. The City reserves the right to advertise and solicit proposals for
any project.
2.3 The SOQs must be received by the City Clerk at 201 First Avenue East, Kalispell, Montana, by
5:00 p.m. local time, Friday July 13, 2012.

2.5 The City of Kalispell shall not be held responsible for any oral instructions. Any changes to this
Request for Qualifications (RFQ) will be in the form of an addendum, which will be furnished to all
registered RFQ holders.
2.6 The City of Kalispell reserves the right to reject any or all SOQs, to waive any informality or
irregularity in any SOQ received, and to be the sole judge of the merits of the respective SOQs
received.
2.7 Service Providers will be selected on the basis of demonstrated competence and qualification for
the type of services required and thereafter the City will negotiate the service agreement with what
it deems to the be most qualified company.
2.8 The City shall not be responsible for SOQ preparation costs, or for costs including attorney fees
associated with any (administrative, judicial or otherwise) challenge to the determination of
prequalification. By submitting a SOQ, each Firm agrees to be bound in this respect and waives all
claims to such costs and fees.
SECTION 3 — RULES GOVERNING COMPETITION
3.1 Submitters should carefully examine the entire Request for Qualifications (RFQ), any addenda
thereto, and all related materials and data referenced in the RFQ. Submitters should become fully
aware of the nature of the Work and the conditions likely to be encountered in performing the
Work.
3.2 All SOQs must be signed. Any duly authorized agent of a vendor may sign the SOQ. The name
and title of the individual(s) signing the SOQ must be clearly shown immediately below the
signature.
3.3 All materials submitted in response to this RFQ become the property of the City of Kalispell. A
copy shall be retained for the official files of the Public Works Department and will become public
record after prequalification.
3.4 Written updates to the SOQ for a qualified firm will be accepted every six months.
SECTION 4 — DESCRIPTION OF WORK
4.1 The prequalification will be for engineering services which may include study, design and
construction administration of various projects. Other assignments of a similar nature may be made
at the discretion of the City.
4.2 Areas of Expertise to be included in the SOQ are as follows:

d. Stormwater Collection and Treatment
e. Geotechnical Evaluations and Materials Testing
f Roads and Multiuse Paths
g. Street Lights

SECTION 5 — SOQ SUBMISSION REQUIREMENTS
5.1 To achieve a uniform review process and obtain the maximum degree of comparability, the
SOQs shall be organized in the manner specified below. SOQs shall not exceed the number of pages
noted in this section. Information in excess of those allowed will not be evaluated. One page shall
be interpreted as one side of single-spaced, typed, 81/2" X 11" sheet of paper using no less than a 12
point font with top, bottom and side margins of no less than one inch. Headers and footers may be
outside of the margins indicated. Font size smaller than 12 point may be used in the experience
matrix.

5.2 Title Page (1 page)
5.2.1 The following information needs to be included: firm name, address, telephone
number(s), name of contact person, and date. The title page must be signed by a corporate
officer or other individual who has the authority to bind the firm. The typed or printed name
and title of the individual(s) signing the SOQ must be clearly shown immediately below the
signature.
5.3 Cover Sheet — Areas of Expertise (1 page — included with RFQ)
5.3.1 The cover sheet listing the areas of expertise is included with this RFQ and must be
included with the SOQ. In the first column, entitled "Submitted", indicate each area the firm
would like to be considered for prequalification by checking the respective box. The City will
use the second column, "Qualified", after evaluation. If an area is marked on the cover sheet,
corresponding sections must be included in the SOQ. An additional one page cover letter is
acceptable.
5.4 Table of Contents (1 page)
5.4.1 Clearly identify the content of the SOQ by Section and Page Number.
5.5 Firm Information (2 pages /10 points)
5.5.1 Business History: Provide information on size, resources, and business history of the firm.
5.5.2 Describe the firm's location where the primary services are to be provided and the ability
to meet in person with department personnel when required during the performance of the
Contract.
5.5.3 References: Provide a total of five references for the firm that will cover the areas of
expertise included in the SOQ. The City of Kalispell may only be listed as one reference.
Include a point of contact, current telephone number, a brief description of the services
provided, and the area(s) of expertise involved in the projects completed for that reference.
5.6 SOQ Narrative
The narrative sections should be organized by areas of expertise and should only include the areas
the firm is submitting on. For instance, each area of expertise should be followed with information
described sections 5.6.1 and 5.6.2.
5.6.1 Previous Performance/Experience (5 pages per area of expertise/10 points)
Provide detailed information on projects relating to each area of expertise submitted that are
indicated on the cover sheet. Provide at least three projects for which your firm has
provided the same or similar services. Do not include firm experience unless individuals
who will work on City projects also participated in that experience.

5.6.2 Key Project Staff (2 pages per area of expertise/10 points)
The attached matrix showing personnel and their experience must be included. In each area
of expertise, identify project engineers, key project staff, and task leaders expected to
provide services on behalf of the firm. It is not necessary to list subconsultants that would
be used to perform a project. Teaming arrangements and subconsultants will need to be
presented during individual project selection.
Resumes shall be included for each individual referenced, detailing their relevant
experience. Performance on projects, especially City projects, shall be noted. Resumes
should clearly delineate experience in all areas of expertise they are identified for in the
matrix. Resumes are not included in the two page limit for each area of expertise. Smaller
margins and font size smaller than 12 point can be used in the resume appendix.
SECTION 6 — PREQUALIFICATION EVALUATION CRITERIA
6.1 A committee of individuals representing the City of Kalispell will perform an evaluation of the
SOQs. Submittals will be evaluated on previous experience (10 points), key personnel (10 points)
and firm information (10 points) in each of the areas of expertise. Each area of expertise must
receive a total point value of 15 points out of the possible 30 points in order to be prequalified in
that area.
SECTION 7 — PROJECT SELECTION PROCESS
7.1 A selection committee will be formed when a project is identified and funded. The committee
will define the criteria used to select a consultant. The SOQs of all firms prequalified in the area of
expertise needed for the project will be reviewed to determine which firms will be shortlisted based
on the criteria. These firms will be asked to provide specific information in a form determined by
the committee. The form could be a letter, proposal, or oral interview. The selection committee
will base final firm selection on the specific project information received from the firms.
SECTION 8 — CONTRACT NEGOTIATION PROCESS
8.1 The highest -ranked Submitter may be invited to enter into Contract negotiations with the City of
Kalispell. If an agreement cannot be reached with the highest -ranked Submitter, the City shall
notify the Submitter and terminate negotiations. The second highest -ranked Submitter may then be
contacted for negotiations. This process will continue until successful negotiations are achieved.
However, the City reserves the right to terminate negotiations with any Submitter should the City
determine it to be in the City's best interest. The City of Kalispell reserves the right to reject any
and all SOQs submitted.

water lines, pump stations, and reservoirs. The projects may include planning,
hydraulic analysis, and design or construction administration.

installation sewer lines, rehabilitation and replacement of sewer lines, pump
stations, and lift stations. The projects may include planning, hydraulic
analysis, and design or construction administration.

wastewater treatment plant and at remote locations used for treatment.
Projects may include planning, design or construction administration.

water treatment or supply. Projects may include planning, design or
construction administration.
❑ ❑ S. Stormwater Collection and Treatment: This area will include
planning, hydraulic analysis, design, and construction administration of new or
replacement stormwater conveyance systems and facilities. Treatment of
stormwater is also included in this section.

includes all projects requiring geotechnical evaluation or material testing.
❑ ❑ 7. Roads and Multiuse Paths: This area includes planning, corridor studies,
design, and construction administration for new roads, upgrades of existing
roads, and new or upgraded multi -use paths.
❑ ❑ B. Street Lights: This area includes planning, design and construction
administration for street lights. Assistance with street light district creation is
also included in this section.
❑ ❑ 9. Traffic Engineering: This section includes corridor signal timing, school
crossings, and design and construction administration of new or replacement
signals, speed surveys, or other types of traffic studies.
❑ ❑ 10. Landscaping: This area includes planning, design and construction
administration for landscaping projects.

❑ ❑ 11. Surveying: This includes all survey services —design survey, construction
staking, property surveys, and creation of documents for platting, lot line
relocations, easements, etc.
❑ ❑ 12. Funding/Financial Studies: This area includes feasibility studies and
funding assistance including special improvements districts, state revolving
fund loans, and various other grant and loan programs.
❑ ❑ 13. Energy Evaluations: This area includes energy and power related
feasibility studies. Examples include evaluation of methane gas extraction from
the landfill, use of gas byproducts from wastewater treatment, etc.
❑ ❑ 14. Land Acquisition: Includes right of way acquisition, easement
acquisition and property acquisition. Services may include appraisal,
negotiation, and documentation preparation.
